Office staff: Assistant Town <br />Clerk Dianne Snell; Information Specialist Marlene Doyle, <br />Administrative Assistant Lori Manning, Archivist Nasrin <br />Rohani Municipal Clerks Carmelina Fiore and Lisa <br />Maguire. <br />BOARD OF REGISTRARS appointed for a 3 -year term by <br />the Board of Selectmen: Chair Luanna Devenis [Republican, <br />2008], Gerald Abegg [Democrat, 2009], Sarah Warren <br />[Democrat, 2010] and Town Clerk Donna Hooper <br />[Unenrolled] . <br />HIGHLIGHTS <br />• The Annual Town Meeting convened on March 28th in <br />Cary Hall, Cary Memorial Building and covered 44 war- <br />rant articles in over 8 sessions. The meeting was dissolved <br />May 2nd. A Special Town Meeting called for October <br />10th voted on 5 articles including an article to approve a <br />Tax Increment Financing [TIF] agreement for Shire <br />Human Genetic Therapies, Inc. The meeting was dissolved <br />on October 17th. <br />• Registrars forwarded recommendations to the Board of <br />Selectmen for the Board's annual Election Officer appoint- <br />ments. Chapter 299 of the Acts of 2006 `An Act <br />Regulating Election Practices' presented the opportunity <br />for 2 Lexington High School students, Chelsea Parrish and <br />Lilia Kilburn, to serve as Election Officers. Jessica <br />Steigerwald, Lexington League of Women Voters, spear- <br />headed this initiative. <br />• Registrars staffed voter registration sessions prior to the <br />March 5th Annual Town Election, June 5th Override vote, <br />and the 2 special elections — November 13th Special State <br />Primary and December 11th Special State Election to <br />replace outgoing State Senator Robert Havern (4th <br />Middlesex) who resigned from office in August. <br />• Initiative Petitions were again certified for November 7, <br />2008 State Election ballot questions, including petitions to <br />establish a sensible marihuana policy, end income taxes, <br />protect greyhounds, and to provide for comprehensive <br />permits and regional planning. <br />• Republican and Democratic Town Committee slates were <br />certified for appearance on the 2008 Presidential Primary <br />Ballot. Annual Town Election candidate papers were cer- <br />tified for Town Meeting Member candidates and candi- <br />dates seeking major office. <br />• Four elections were held during 2007: March 5th Annual <br />Town Election, June 5th Prop. 2% Override vote, <br />November 13th Special State Primary, and December 11th <br />Special State Election. <br />• Article 9 of the 2007 Annual Town Meeting amended the <br />bylaw to require mailing of election warrants to each <br />household only for municipal elections. State election war- <br />rants need only to be posted at the Town Office Building. <br />This change was timely with the 2 special state elections <br />held in November & December this year and upcoming <br />February, September and November 2008 State Elections. <br />• Enhancements to the Commonwealth's Central Voter <br />Registry and voting procedures provided further improve- <br />ments in preparation for full implementation of the Help <br />American Vote Act of 2002. Enhancements for 2007 <br />included the implementation of voter assist terminals <br />(AutoMark) at each polling facility, which serve as mark- <br />ing tools for physically or visually impaired voters. <br />• The Annual Town Census updated Lexington's population <br />and verified voter registration rolls, with the Annual List <br />of Residents subsequently published in June. <br />• Town Clerk's Office continued servicing the community as <br />Agents for the US Department of State, accepting and pro- <br />cessing over 750 applications for US Passports. <br />• The Town Clerk's Office oversaw appointment notifica- <br />tions; oaths of office, and the posting of approximately <br />925 public meetings conducted for appointed and elected <br />boards and committee members. <br />• Nasrin Rohani, part -time Archivist/ Records Manager <br />appointed in May 2007, began processing and creating an <br />inventory of archival records including: Annual Reports, <br />Fire and Police Journals, and Town Meeting records. Some <br />30 volumes of previously conserved historical records <br />were inventoried and re- housed. <br />• The Massachusetts Board of Library Commissioners <br />(MBLC) conducted an environmental monitoring of vaults <br />in the Cary Memorial Building and Town Office building <br />over a five -month period. Analysis and reporting by the <br />MBLC preservation specialist will be used as a basis for <br />future vault work. <br />• Moveable shelving, funded by the Community <br />Preservation Act, was installed in the Cary Memorial <br />Building vault, improving and increasing the storage capa- <br />bilities in the vault. <br />A records conservation specialist was retained from the <br />Northeast Document Conservation Center to assess and <br />appraise preservation and conservation needs of the <br />Town's historical records. This assessment will serve as a <br />basis for long -term records conservation and a preserva- <br />tion plan for the town.
