Town Meeting <br />Abridged from the complete text on file in the Town Clerk's <br />Office. <br />Moderator Margery M. Battin opened the 2007Annual <br />Town Meeting on Monday March 26 in Cary Memorial <br />Hall. The Lexington Minutemen, accompanied by the <br />William Diamond Fife and Drum Corps, posted the colors. <br />The Fife & Drum Corps played a tune in honor of the <br />Moderator's recent birthday. <br />The Moderator honored deceased Town Meeting members <br />Mary Miley, Charles Parks, Doug Ross and Paul <br />Hamburger. She also declared a recess for a presentation by <br />the Town Meeting Members Association to recognize long - <br />serving Town Meeting Members Elaine Dratch and Paul <br />Hamburger, recently deceased. <br />Edith Sandy and Deborah Brown presented certificates. <br />In a subsequent session, congratulations were extended to <br />Arthur Katz and Beverly Kelley, winners of the Minuteman <br />Cane and White Tricon Hat award, and High School <br />Teacher Mary Alice Samn was presented the school's' <br />Diversity Award. <br />The opening March 26 session was cut short by a malfunc- <br />tioning sound system and resumed March 28. <br />Subsequent sessions were held on April 4, 9, 11, 23, 25, 30 <br />and May 2. <br />Article Action Summary <br />Art. 1: Annual Town Elections: see page 11 <br />Art. 2: Reports of Boards, Officers, Committees <br />Reports relating to articles under consideration and other <br />town matters were presented at appropriate times. <br />Art. 3: Appointments to Cary Lecture Series <br />Adopted March 28. Cary. <br />Art. 4: Amend Zoning By -Law, Inclusionary Zoning <br />Not adopted March 28. Intended to insure that residential <br />developments authorized by special permit would contribute <br />to Town's affordable housing supply. <br />Art. 5: Amend Zoning By -Law, Tree Management <br />Adopted April 4. Regarding protection of trees in cases where <br />Planning Board grants a special permit. <br />Art. 6: Amend Zoning Bylaw, Penalties <br />Indefinitely postponed April 4 <br />Art. 7: Zoning Bylaw, Amend RO to CRS AT 303 Woburn <br />St. (owner's petition) <br />Indefinitely postponed April 4. Would have created addi- <br />tional retail space. <br />Art. 8: Amend Notice Provisions: Chapter 215; Acts of <br />1929 <br />Adopted April 4. Asks state to allow town to eliminate cer- <br />tain duplicate mailings. <br />Art. 9: Amend General Bylaws: State Election Warrant <br />Adopted April 4. Allows town to drop mailings to all house- <br />holds concerning state elections. <br />Art. 10: Amend General Bylaw - Community Preservation <br />Surcharge Exemption <br />Adopted April 4. Clarified time needed to apply for an <br />exemption. <br />Art. 11: Authorize Terms for Certain Contracts <br />Adopted April 4. Provided Town Manager flexibility in <br />negotiating contracts for renting Town buildings and trans- <br />portation services. <br />Art. 12: Transferred Barnes Property to Selectmen <br />Adopted April 4. Transferred control of the White House <br />from School Committee to Selectmen. <br />Art. 13: Amend Tree Bylaw <br />Adopted April 4. Strengthened bylaw managing mature trees <br />in town. <br />Art. 14: Amend General Bylaw: Tourism Committee <br />Adopted April 4. Elevated the Tourism Committee status <br />from Advisory to Ad Hoc. <br />Art. 15: Amend Demolition Delay bylaw. <br />Adopted April 11. Regarding the timing of granting demoli- <br />tion permits for historical buildings. <br />Art. 16: Amend General bylaws — Engine Operation of <br />Stopped Vehicles. <br />Adopted April 4. Allows town to enforce new bylaw that <br />forbids vehicle idling for more than five minutes. <br />Art. 17: Accepted provisions of state law regarding employ- <br />ee benefits <br />Adopted April 4. Extended benefits to dependent children of <br />town employees who died in service to the town. <br />Art.18: Accept MGL Chapter 32B, Section 18, chapter 32B <br />Indefinitely postponed April 4. Would have required town <br />employees eligible for Medicare Part A to transfer to a <br />Medicare plan offered by the town. <br />Art. 19: Accepted MGL Chapter 71, Section 37M <br />Adopted April 4.
