Citizens who visit in- <br />person should expect longer wait times with appointments <br />suggested for more complicated visits to the various offices. <br />Requests for information might not be filled immediately <br />but will be responded to within ten days. Phone inquiries <br />will be answered as received and voicemail messages <br />returned as soon as possible. We regret the loss of service <br />and any inconvenience that will result. <br />OVERRIDE SERVICE IMPACTS <br />Public Works <br />• Road, parking lot, and sidewalk maintenance reduced, <br />priority given to emergency road repairs. <br />• Staff support for community events eliminated except for <br />Patriots' Day. Users will have to contract setup, takedown, <br />and cleanup of all venues. <br />• Crosswalk and centerline painting reduced, priority given <br />to school crosswalks. <br />• Athletic field lining program eliminated. Users may con- <br />tract out /pay for services. <br />• Curbside Yard Waste Pick -up eliminated. Yard waste must <br />now be taken to Hartwell Avenue by residents. Overtime <br />for weekend trash pickup in the Center eliminated. <br />• Cemetery and parks maintenance reduced by less frequent <br />mowing, trimming, pruning, and care of town parks and <br />cemetery plots. <br />Library <br />• Reduced Hours: The main library closed on Saturdays in <br />July and August. <br />• Closed Sundays: The library will not open on Sundays. <br />• The Branch will also have reduced hours. Effective July 1: <br />Monday 1 -9, Tuesday 1 -6, Wednesday 10 -5, Thursday 1- <br />6, and Friday closed. All hours will be reviewed when the <br />newly renovated Cary Memorial Library re- opens. <br />• Fewer materials purchased for the Branch and Children's <br />Libraries. <br />• Cutbacks in personnel will result in delays at service desks, <br />in the purchase of materials, and the return of materials to <br />shelves. <br />Fire <br />• Administrative office hours reduced to 8:30 to 10:30, or <br />by appointment. <br />• The East Lexington Fire Station closed effective July 1, <br />2003. Response times at the farthest service points in <br />Lexington increased. <br />• Response to requests for Fire Inspection certificates and <br />other permits delayed. <br />As ambulance service never operated from the East <br />Lexington station, response times for this service will not be <br />affected. <br />Education <br />• Class size increased to the maximum allowed. <br />• Number of courses offered at the middle and high schools <br />reduced; art, music, and physical education at the elemen- <br />tary level reduced. <br />• Special education staffing reduced and elementary health <br />education program cut by half. <br />• Elementary school drama, junior varsity middle school <br />athletics, and professional development initiatives elimi- <br />nated. <br />• Classroom supply and building maintenance costs reduced <br />or eliminated; only emergency maintenance /repairs will be <br />made. <br />• Planned purchase of furniture for middle school science <br />laboratories eliminated. <br />Instrumental music lessons for elementary students avail- <br />able on a fee -basis only. <br />Transitional bilingual /English Language Learners program <br />reorganized. <br />Access to schools during the evening restricted. All evening <br />meetings will take place only at middle and high schools <br />where custodian staffing is available. <br />Increased fees will be charged for rental, mailing, and <br />other supports provided to school and community pro- <br />grams. <br />Police <br />• Detective Bureau capacity reduced from 9 to 4 officers. <br />Patrol Officer reductions from 32 to 24 required that <br />detectives be transferred to patrol to maintain acceptable <br />service levels. Center officer eliminated. <br />• School- Community Resource Officer position eliminated. <br />Police officer interaction with community youth mini- <br />mized. <br />• Family Services Officer position eliminated resulting in <br />decrease of services for domestic abuse cases, runaways, <br />and persons at risk. <br />• Desk Officer position eliminated, resulting in delayed <br />response time to walk -in services and assistance. <br />• Part -time clerical assistance eliminated, resulting in <br />delayed processing of paperwork and collection of revenue <br />from parking meters. <br />• Regional Task Force Narcotics Investigator position elim- <br />inated. <br />• Crime and safety prevention services curtailed, such as <br />special neighborhood visits, home security checks, and car <br />seat program. <br />• Certain calls for service will be delayed and /or referred to <br />other agencies. <br />• Cadet Program eliminated. <br />continued on next page <br />2003 Annual Report, Town of Lexington Page 7 <br />
