Lexington 2020 Vision Implementation Committee <br />ROLE: To be stewards of the January 2001 Lexington <br />2020 Vision Status Report and monitor the implementa- <br />tion process. The Committee will ensure that processes <br />exist to facilitate achieving the goals of the report; estab- <br />lish measures and ensure alignment between measures <br />and goals; review and report progress toward goals; and <br />continue public outreach to keep the community <br />engaged and to make sure the goals are still the shared <br />goals of the community. <br />APPOINTED by the Selectmen, in consultation with the <br />School Committee and the Planning Board, for 3 -year <br />terms: Fernando Quezada, John Bartenstein, Chuck <br />Benson, Scott Burson, Todd Burger, Helen Cohen, Peter <br />Enrich, Ellie Epp, Sherry Gordon, Tom Harden, Jeanne <br />Krieger, Alan Lazarus, Peter Lee, Jerome Smith, and <br />Nancy Wilson. <br />HIGHLIGHTS: <br />• Mailed a Progress Report to all households reviewing <br />actions taken toward goals. <br />• Invited feedback on the Progress Report through a ques- <br />tionnaire, a public meeting, and a survey on the Town's <br />web site. Most respondents wanted the next iteration to <br />focus on how to create a more effective set of planning <br />tools that will help the community realize the vision. <br />• Met individually with each Selectman, and reported to <br />the three sponsoring boards on plans for renewing the <br />goals. <br />• Met with members of the Appropriation Committee to <br />develop an outline of current fiscal issues that may <br />affect achievement of the goals. The intent of adding <br />the idea of finite resources to long -range strategic <br />planning is to make the process more "real" to the <br />community. <br />• Conducted nine public meetings, one in each precinct, <br />co- sponsored by the Town Meeting Members <br />Association, to hear community input on priority <br />goals. Participants had the opportunity to add new <br />goals to the original 27 goals, and then seek consensus <br />on goal priorities; 14 priority goals emerged from the <br />combined input from all meetings. These community <br />meetings began a process of renewing and updating <br />goals for Lexington in the year 2020. <br />• Facilitated a joint meeting of the Selectmen, School <br />Committee, and Planning Board to discuss the 14 pri- <br />ority goals from the community meetings. Discussion <br />narrowed the list to the following 5 goals that lend <br />themselves to follow -up through the 2020 Vision <br />process and are not being attended to elsewhere: <br />— Enhance citizen involvement <br />— Strengthen the fiscal process <br />— Initiate and /or participate in regional groups to <br />resolve common problems <br />— Encourage economic development <br />— Address anger /divisiveness <br />• Scheduled meetings in January 2004 to formulate a <br />process for addressing the 5 identified goals by estab- <br />lishing performance measures, outlining action steps, <br />and suggesting logical partners to work on achieving <br />the goals. The Committee will continue to maintain <br />communication with the three boards. <br />• Publicized the 2020 Vision process through the news <br />media, the Town's web site, and mailings in order to <br />maintain an open process and engage more of the com- <br />munity, both individuals and existing groups. <br />Management Information Systems (MIS) <br />ROLE: To pro- <br />vide high quality, <br />cost effective <br />information tech- <br />nology services to <br />town depart- <br />ments so that <br />Expenditures <br />Payroll <br />FY03 <br />FY02 <br />$1601388 <br />$1461141 <br />Expenses <br />$1973026 <br />$2113529 <br />Personnel <br />Full Time <br />3 <br />3 <br />they can provide services to the citizens of the Town of <br />Lexington. The Department co- manages, along with the <br />Public Schools' MIS Department, the Town's Wide Area <br />Network. MIS is solely responsible for the maintenance and <br />security of Town Departments' local area networks. Other <br />responsibilities include technology policy development, <br />organizational training, end -user support, data manage- <br />ment, and website maintenance. <br />APPOINTED by the Town Manager: Coordinator Connie <br />Rawson since 1999. <br />HIGHLIGHTS: <br />• Upgraded the Network Operating System and Email <br />Service to provide server hardware consolidation. This <br />will also take advantage of new security and system <br />administration enhancements while maintaining compati- <br />bility with departmental applications and various inter- <br />nal /external contacts. <br />• Continued collaboration with the School MIS Department <br />to manage the Wide Area Network that connects all <br />Municipal and School Buildings.
