0 <br />Selectmen's Meeting -8- February 1, 1988 <br />RENOVATION, VISITORS CENTER <br />Richard Michelson, Chamber of Commerce members, presented the <br />Chamber's proposal to renovate and rearrange the layout of fixtures in <br />the first floor area of the Visitors Canter , which has been staffed by <br />the Chamber since its construction in 1985. He pointed out the <br />redesign being considered on a floor plan of the interior. No Town <br />funds would be requested for the project. <br />Mr. Michelson reported that 97,800 visitors had utilized the <br />Center in 1987, and described the advantages to be realized under the <br />new arrangement. He asked, on behalf of the Chamber, for permission to <br />proceed with the work, which, it is hoped, will be completed by <br />Patriots' Day. <br />All Board members shared the sentiments expressed by Mrs. Smith in <br />formally thanking the Chamber of Commerce for the years of excellent <br />staffing of the Center and all agreed that the work should go forward, <br />as proposed. <br />CONSERVATION COMMISSION - ARTICLE 52 <br />Charles Wyman, Conservation Director, was present for discussion <br />of a proposal for provision of a means for the non - -criminal disposition <br />of violations of certain town by -laws, rules.and regulations. <br />Violators would be ticketed and could either pay the fine or request a <br />hearing in District Court, as with parking violations. The procedure <br />would permit the town to enforce local by -laws more efficiently without <br />committing large amounts of time to court proceedings and would not <br />involve a criminal record for the violator, <br />Mr. Wyman acknowledged the apsistance of Police and Health staff <br />and the Building Commissioner in the development of the article. <br />No opposition to the concept was expressed by Hoard members. <br />Mr. Eddison thanked Mr. Wyman for the input on the article and.the <br />explanation of the procedures proposed. <br />BUDGET REVIEWS <br />BOARD of ASSESSORS <br />David Stusse, Town Assessor, and Robert Leone, Chairman of the <br />Board Assessors, were present for discussion of capital and expense <br />budget requests of the Assessors department. <br />Under Article 29, an appropriation of $92,000 is requested to fund <br />several types of property valuation as required every three years by <br />State law. The Assessors recommend that a quality firm be engaged for <br />this work, rather than staff, and requested the Board's support of <br />their request. <br />The Department's proposed Expense Budget shows little increase <br />except for Contractual Services in the amount of $19,400. The Manager <br />is recommending $8,004, which reflects a decrease over Mast year's <br />appropriation. <br />TREASURERITAX COLLECTOR <br />f James Kane, Treasurer and Tax Collector, informed the Board of <br />improvements in tax collection because of the collection system now <br />used: a combination of lock -box, in -house computer system and the work <br />of a deputy collector for delinquent accounts <br />
