Goal Setting Minutes 4-5"- July 2, 1956 <br />V. ENVIRONMENT <br />A. Development concerns - Selectman Smith reemphasized that we need to <br />have an economic development component done by the Planning Board in <br />order to prevent the kind of development problems we are having at <br />Bedford Street and Hartwell Avenue and a compounding thereof. It was <br />agreed that Jack Eddison and the Manager would meet with the Planning <br />Board Chairman and the Planning Director to see where this component <br />fit into the Planning Board's scheme of workload. Jack Eddison raised <br />the issue of a Design Advisory Group for the Center to review <br />aesthetic concerns. Board members asked Selectman Eddison to bring <br />back a specific proposal at a subsequent meeting. Paul Marshall <br />raised the issue of the structure of the Center Revitalization <br />Committee stating that it was important that there be a balanced view. <br />B. Traffic - The full Board stated that it was time to review again <br />traffic on all major streets, connectors and arterials because of the <br />volume of complaints that they were receiving. <br />VI. PUBLIC WORKS <br />The Manager gave a brief review of the status of sewer, water and rid <br />projects and discussed briefly current assessment policy and interest <br />rates. The Board stated that legislation and /or regulation should be <br />revised to allow for an interest rate charge plus an administrative fee for <br />public improvements. Current long -term finance options which allow for a <br />lower interest rate to the individual homeowner than what it costs the Town <br />to borrow was deemed unacceptable and unfair to the remaining homeowners. <br />The Manager stated he would bring in a revised proposal in the early Fall <br />to discuss with our legislators. <br />VII. PUBLIC SAFETY <br />A. Traffic - Consistent with Board concerns about traffic, the Manager <br />advised the Board that the Polic Department had ordered equipment to <br />place radar in all of our patrol vehicles to increase an already <br />aggressive traffic enforcement plan. The Board members asked to <br />receive a periodic update on enforcement efforts particularly <br />tied to complaint areas and the Manager said he would so advise. <br />B. Selectman McSweeney raised concerns about drug and alcohol enforcement <br />particularly within the schools and wanted to know what our <br />relationship with the schools was and what was the scope of the <br />problem within Town. The Manager stated that he was getting a report <br />from the Police Chief for an update on information but further <br />emphasized our relationship with the schools has been one of general <br />•. excellent cooperation on this issue. Most recent reports continue to <br />emphasize that while drugs are a problem, alcohol is the biggest <br />problem with the adult and young adult population, The Manager stated <br />that he would give them a report in the Fall. <br />
