Selectmen's Meeting December 3, 1984 <br />!];Z <br />rffift <br />Various points of view were expressed by members of. the Board and the <br />Town Manager on other matters covered-by the'bill such as minimum salary; <br />control of educational processes by the Legislature; earmarking/ competency <br />tests and 30 year retirement. <br />Senator Kraus noted that he supports the Local. Aid proposal which takes <br />into consideration what communities are doing-to improve and utilize resources. <br />He felt that all communities under his jurisdiction are being hurt under the <br />current system. <br />Regarding Local Aid Legislation, Mr. Hutchinson remarked that each pro- Local Aid <br />posal appears to incorporate formulas whereby some - communities : will receive <br />more than in the past and some less than before. He saw an inequity in <br />penalizing communities which have handled matters wisely and therefore are <br />in better positions financially. <br />The proposed Sewer and Water Authority legislation (H5915) and the im Sewer & <br />plications of Judge' Garrity ' s ordered. halt of tie -ins - were discussed. Sena -- Water Legis <br />for Kraus was of the opinion that authority over water should..not'be in- lation <br />cluded in the bill and that decisions were being rushed into. He noted the <br />need for communication with the Senate of the views of communities, as <br />Lexington has done. <br />Mr. Hutchinson noted changes in the bill, which he had briefly reviewed <br />after it had been provide& by Rep Doran late that day. He pointed out that <br />6 out of 9 members of the Authority would be by local appointment, and <br />touched briefly on aspects of funding, manangement rights clause and policing. <br />He felt that water should be under the Authority. <br />Senator Kraus referred to his - efforts to provide balance regarding local <br />aid and his ref fling of a "Proposition Two" proposal. He also is introducing <br />legislation which would allow communities to spread the sending of local tax <br />bills throughout the year to,provi:de income to towns on a monthly basis, <br />rather than the twice a year payments. <br />Mr. McLaughlin requested Senator Kraus to explore statutory changes to Dog Hearing <br />Chapter 140, Sec. 157, which would free Selectmen from the responsiblity Process <br />of sitting at Dog Hearings. He also asked that research be undertaken re- <br />garding a process whereby voters would be provided with sample ballots before <br />elections. <br />Mr. Eddison 'reported on the Public - Information Meeting on the "Future MBTA Info. <br />Use of the Lexington Branch Railroad Right -of Way ", held on November 15, Mtg. R.R. <br />which he had attended. Mrs. Battin and. Mr. Sacco had also been present at r. of way <br />that meeting. The Study, to assess potential uses for the right-of-way, <br />had been reviewed in an effort to obtain local input. <br />Mr. Eddison referred to -court orders which had permitted temporary dis- <br />continuance of rail service, subject to replacement of tracks and signals <br />following completion of Millbrook Valley Relief Sewer and Red Line work. <br />In addition to resumption of rail freight service, a. number of alternatives <br />have been proposed for use of the right -of -way, including a bikeway, com- <br />
