Selectmen's Meeting _ 3 December 3, 1984 <br />Upon motion duly made. and seconded, At was voted to table action Adams /Russell <br />on the renewal of the lease of Adams/Russell Cab levision Lexington, lease renewal <br />. Pam Inc., for space in the Munroe School at the request of the Town Man- <br />ager and William Page of the CATV Committee, to allow time for meetings <br />with the Manager and the CATV- Committee with the new General Manager <br />and Program Director of the firm.. <br />Regarding the Memorandum of Agreement -- Hanscom Area Traffic Memo of Agree - <br />Study Committee, Mrs. Battin noted that HATS, in addition to the Han-- ment -- HATS <br />scorn Field Commission, has been a most successful and effective. re- <br />gional entity, representing the Towns of Lexington, Concord, Bedford <br />and Lincoln.' It had been originally created to focus on short term <br />traffic congestion solutions for the Hanscom Area Roadway System. <br />She reported that officials of the four Towns, Hanscom Field. <br />National Park Service and industry in the area feel the need for HATS <br />to be made a permanent committee, not only to pursue mutually agreed <br />upon possible solutions already identif ied but to continue to foster <br />improvement of traffic conditions in the Hanscom Area. <br />Mrs. Battin noted that procedures would .continue as before with <br />one vote per Town and the same representation. The Committee's role <br />would be to review and comment; make known joint concerns; make . no <br />binding decision, commitments or requirements on Towns except <br />as authorized by them.. It can evaluate and change operations if <br />necessary and a member Town can withdraw at any time, with two months' <br />not ice . <br />She felt HATS to be a valuable, constructive agency as a forum <br />for addressing shared c one erns and asked for the Board's approval of <br />the agreement. <br />Upon motion duly made and seconded, it was voted to approve the <br />Memorandum of Agreement by 'and among the Towns of Bedford, Concord, <br />Lexington and Lincoln for the Creation of the Hanscom Area Traffic <br />Committee. <br />Upon motion duly made and seconded, it was voted to execute Ch. 90 Request <br />Chapter 90 Reimbursement Request #1 Form for reimbursement in the Form. #1 <br />amount of $94,367.74 for resurfacing work on Mer iam Street, Vinebrook Resurfacing <br />Road, Winthrop Road, Percy Road. <br />Upon motion duly made and seconded, it was voted to approve a Transfer <br />transfer from the Reserve Fund t.o Article 67 of 1984, in the amount Hazardous <br />of $424.00, representing billing by SCA Chemical Service, Inc., for Waste Coll. <br />collection of hazardous waste in excess of the amount voted under <br />that Article. <br />The Town Manager referred to the request of . Nicholas A. Cannalonga Cannalonga <br />927 Waltham Street, for full abatement of Sewer Betterment Charges in abatement -- <br />the amount of $1,632.19, for Lot 17A, Map lo, abutting other land of sewer <br />Mr. Cannalonga at 927 Waltham Street. The Manager noted the rec om-- . <br />mendation of Walter J. Tonaszuck, Director of Public Works/Engineer, <br />in which it was explained that because of a typographical error, the <br />billing was $1,632.19 instead . of $632.19,. and recommended that $1,000 <br />be abated to correct that error. He also recommended that since Lot <br />17A is used in connection with Mr. Cannalonga' s nursery business, <br />
