Lambie , in agreement, noted that the Health Board had . already <br />made a preliminary start to decide on strategy and are now exploring <br />var ious options* He noted need, in' light of apprehensions which have <br />been expressed, ssed t o develop a structured approach for dealing with the <br />P � P PP g <br />RDNA issue. <br />Upon motion duly made and seconded, it was voted to refer the <br />f ormation 'of a Recombinant DNA Study Committee to the Board of Health, <br />with . the Committee structure as previously suggested, with recommendations <br />to take 'advantage of qualifying applications received.. <br />Fire Dept . The Board resumed discussion of budget request -of the Fire Department, <br />Art. 51 under Article 51., f or� replacement of Fire register equipment. <br />The Chief explained the function of Registers upon activation of street <br />boxes , and alarm systems. in many commercial and public buildings and nursing <br />homes.. He noted that the currently used receiving system is over 30 years <br />old and .difficult to repair. He outlined benef -its. of the new solid state <br />equipment requested and asked the Board's support for the $18,000 replacement. <br />Discussion continued on the unresolved issue of_ removal of "street boxes" <br />in the Town, relative to the need for new receiving equipment. <br />Mr. Hutchinson noted that his recommendations to remove the boxes <br />remain unchanged , ' but that the Chief ' has somewhat modified his view and <br />recommends removal by attrition. He suggested that as a new Board, the <br />issue should be looked at. <br />Chief Bergeron gave a rundown on the use of street boxes and the high <br />ratio of false alarms originating f rom them for the years 1981, 1982. and <br />1983. <br />It was agreed that decision on the removal issue would be deferred <br />until after Town Meeting. The staff will prepare a report on the "use WSW I <br />of street boxes to include financial implications and safety issues <br />with respect to false alarms. <br />In response t.o . Mr . Sacco, Chief Bergeron stated that there were <br />possible f uture ' budget requests relative to the new alarm register but that <br />this year's expense would be a major one. <br />Fire Dept. Chief Bergeron presented his proposal, under Ar tic le 5. for acceptance <br />Art . 5 of Chapter 148, Section 26 G of the General Laws, which would require in- <br />stallation of automatic sprinklers in new and additions to ex- <br />isting buildings of more than 7,500 square ft. in f l.00r area. Residential <br />properties, telephone central office equipment and one -story buildings would <br />be excluded from the requirement. <br />The Chief outlined the effectiveness of reducing the likelihood of <br />serious fires, and pointed out that reduced insurance premiums would result <br />in a short pay -back per iod of the initial investment. <br />He strongly advocated the Town's adoption of the legislation. <br />Fire Buffs' Chief Bergeron requested parking at the Battle Green on July 12 , from <br />Conv. - approximately 10 a. to 12 noon, of Fire equipment to be displayed and <br />Battle Green photographed on the occasion of the .International Fire Buffs' Conference. <br />Upon motion duly made and seconded, it was voted to approve the request <br />of Fire Chief Bergeron for use of the Battle Green in connection with <br />activities of the International Fire Buffs' Convention . <br />
