1 <br />F <br />Town Mgr.Act <br />The Board concurred with Mr. Hutchinson's proposal that a meeting <br />changes <br />be scheduled with.interested parties and all Boards and Agencies at <br />the January 30 meeting, for input on proposed language changes in. <br />the Selectmen/Town Manager Act. <br />Transfer <br />Upon motion duly made and seconded,'it was voted to approve the <br />Art. 21 <br />Article 21 transfers necessary to implement the approved salary plan <br />and bargaining settlements in the amount of $ 227,495. <br />Mr. Hutchinson noted that that amount should be adequate to cover <br />the Fire Department contract, not yet settled, to.deal with any <br />unexpected problems. <br />Newspaper <br />The Town Manager reviewed a proposed amendment to the Traffic Rules <br />Vending Regs <br />and orders, as suggested Town Counsel, to - deal with the regulation <br />of newspaper vending stands. He noted that'if the proposed regulation <br />meets with the Board's approval, it would subsequently be reviewed for <br />approval by the State D.P.W., before going into effect. <br />Upon motion duly made and seconded, it was voted that the Traffic <br />Rules and orders' be amended as follows: <br />By adding to Article I, Definitions, the following: <br />Newsrack, Newsbox - Any device used for the distribution of <br />printed matter; <br />And by adding the following: <br />ARTICLE XI: Regulation of Newsboxes/Newsracks. <br />No newsracks or newsboxes may.be placed on Public sidewalks <br />in a manner that unreasonably restricts or interferes with <br />predestrain traffic or which constitute a threat to safe <br />passage of pedestrians or motor vehicles. Newsracks or <br />newsboxes which constitute such a threat to public safety <br />and welfare may be removed after notice to the owner and <br />public hearing.before the Board of Selectmen. <br />Sidewalk In response to a letter from a Citizen of Stratham Road, her <br />clearing complaints regarding the impassability of uncleared Sidewalks and her <br />suggestion that residential abuttors be considered responsible for snow <br />shoveling, the Town Manager suggested that although this requirement <br />does not appear in the Town By -Laws, publicity emphasizing cooperation <br />of residents and alerting them to the availability of sand supplies <br />at the DPW barn could help alleviate the problem for now. He suggested <br />that the Board consider whether this responsibility whould be passed <br />to the community. <br />Muzzey - Mr. Hutchinson reported on progress with tenant selection for <br />tenant Town owned units at the Muzzey School. He noted that 17 tenants, com- <br />selection prised of a wide range of individuals, had been chosen and that the <br />remaining 4 will be selected shortly, He noted the cooperation of <br />LexHAB in the process and expressed assurance that it will go forward <br />with a minimum of controversy. <br />Local Aid Mr. Hutchinson reported that the Mass Municipal Association has <br />
