0.. -12- <br />USA Today Upon motion duly made and seconded, it was voted to defer action <br />Regs. on proposed amendment to the Traffic.Rules and orders.regarding re- <br />gulation of newspaper vending stands to.January 17, 1984. <br />Traffic <br />Mr. Tonaszuck reviewed proposed amendments to the Traffic Rules v o w <br />items, <br />and orders as recommended by the Center Revitalization Committee. <br />CRC recom- <br />#1. The committee recommended replacing 15 2 -hour parking meters in <br />mendations <br />the Edison way Parking lot with 15 lo-hour meters at a cost of $900.00 <br />to resolve the need for long term parking and generate more revenue for <br />the Town, by providing a better balance of long -term parking vs. short <br />term parking. <br />#2. The Committee proposed a regulation to provide ten.10 -hour meters <br />on Muzzey Street from Forest Street to Park. Drive on the westerly side. <br />There are no residential properties that front on this section of the <br />street. <br />#3. The committee proposed extension of the "no parking" regulation <br />on the East side of Winthrop Road to Vine Brook..Road in addition to the <br />existing prohibition of parking for 300' from Mass. Avenue, Mr. Tonaszuck <br />noted that vehicles do parking on Winthrop Road in that area and due <br />to the roadway width and geometry and unsafe conditions now exists. <br />Mr. McLaughlin raised questionas to the necessity for a 300' ban and <br />suggested a 50' "no parking regulation. The Board concurred with <br />Mr. McLaughlin's suggestion to defer decision pending a meeting with resi- <br />dents for their input. <br />#4. The Committee recommended deleting the reserved permit parking <br />area in the Meriam Street lot and opening the entire lot to ticket and <br />seasonal permit passes to allow maximum utilization of the lot -which now <br />has a vacancy rate of 26 - 28 spaces. Permit holders would not be guaran- <br />teed a space as they would be on a first come -first served basis. Mr. "NO <br />Tonaszuck said the proposal would allow use of the parking inven -' <br />Cory at a vital location. <br />It was agreed to defer decision on this recommendation pending notifi- <br />cation of current permit holders to gain their input. The C.R.C. will ex- <br />plore Mr. McLaughlin's suggestion for a possible rate increase for permits. <br />#5. The Committee proposed limited parking from the Baptist Church <br />on Mass. Avenue (south side) to Slocum Road. This regulation had been pre- <br />viously adopted but never implemented. The regulation prohibits parking <br />from G a.m. to 10 a.m. and allows 2 -hour parking from 10 a.m. to 6 p.m. <br />Mr. Tonaszuck noted that the all -day parking of cars creates a hazardous <br />sight problem for vehicles exiting Slocum Road, Hunt Road and Winthrop Road. <br />Mr. McLaughlin questioned the necessity for the ban and requested that <br />as with Item #3, more information on its need be supplied. <br />It was agreed that parkers in that location, as well as residents of <br />Slocum, Hunt and Winthrop Roads, will be invited for further discussion and <br />input prior to decision on the proposal. <br />Upon motion duly made and seconded, it was voted to adopt the recommen- <br />dation of the Center Revitalization Committee to increase the number of ten - <br />hour parking meters from ten to twenty five, and reducing the number of two - <br />hour meters by fifteen. <br />Upon motion duly made and seconded, it was voted to adopt the recommenda- <br />tion of the Center Revitalization Committee for installation of ten 10 -hour <br />parking meters on the westerly side of Muzzey Street from Forest Street to <br />Park Drive. <br />
