Select- <br />'men's Meeting Ream, Town Office Bu ilding, on Monday, February 8. 19 t <br />:30 P.M. Chairman Busa, Mrs. Baton, Mrs. Miley, lair. Crain and Mr. Politi; <br />Mr. Hutchinson, Town Manager; Mr, Cohen, Town Counsel; Miss Adler, Assistant <br />to - the Town Manager; Mrs. Snow, Principal Clerk, were present <br />Mr. Hutchinson commented briefly on his review of the preliminary draft By -Law <br />of General By -Law amendments as submitted by the By -Law Committee and Amendments <br />explained that the Committee-'s - appointment with the Board this evening had <br />been cancelled due to illness of its chairman. Mr. P liti agreed to review <br />and report to the Board on the draft, and, upon recommendation of Town Coun- <br />sel, the draft, in its present form, will be filed with the 'Town Clerk. <br />The Chairman requested the Board to vote its intention to lay out as <br />public ways Outlook Drive, Meadowb ro ok. Avenue and Well -ling t.on Lane Avenue. <br />Upon motion . duly mane and seconded, i was voted to lay out as pub- <br />lic ways the following stree is <br />Outlook Drive - from Middleby Road, 0 ' northeasterly <br />Meadowb rook. Avenue -- from B to somcres t Road , . 283' + to wellington <br />Lane Avenue <br />Wellington Lane Avenue,- from Meadowbrook Avenue, 600 '+ to end <br />Mr. Tonas uck. displayed plans of the three streets and reviewed con - <br />structlon plans and costs to the Town. Public Hearings on the streets will <br />be held on March 8, 1982. <br />-Upon motion duly made and seconded, it was voted to sign the warrant <br />for the 1982 Annual Town Meeting. <br />Intent to' <br />lay out <br />Outlook Di <br />e ab . <br />Ave. & We] <br />in ton La, <br />Warrant - <br />192 A.T. <br />Mr. Politi a question regarding inclusion of wording in the <br />heading o f the chart accompanying the description of Article operating <br />Budget) , specifically the designation "F 82 Selectmen /T own Manager recommen- <br />dations". He suggested the words "Town Manager` be deleted from the para- <br />graph. He said that the budget Iis brought to Town Meeting by the Selectmen <br />after consultation with the "Town Manager; it represents the decision of the <br />Board and it is up to the Board to defend it. He felt that the wording was <br />a source of confusion to Town Meeting Members. <br />Mr, Hutchinson brought out the fact that historically the wording of the <br />heading has included 'Town Manager". He prepares a recommended budget for <br />the Board's review and whether or not all his recommendations are adopted, he <br />has always . supported the Board in its final decision. <br />Mr. Politi moved that the words "Town Manager" be deleted from the word - <br />ing in the heading accompanying the description of Article 4 of the Warrant <br />for the 1982 Annual Town Meeting. Mr. Grain seconded the motion. The motion <br />was not carried. The vote was 4 - 1 wi only Mr. Po in favor, <br />The Planning Board met with the Board by appointment, for the purpose PlanninBd <br />of discussing Zoning Policy for the Hartwell Avenue /Bedford Street area. Article - <br />r Mr . Sandy outlined an Article submitted by the Planning Board which would re S.P.S. <br />amend - the procedures in the Zoning By -Law for Special. Permit with Site Plan <br />Review to require the Board of Appeals to consider the traffic impact on <br />adjacent streets of new or expanded commercial development. Mr. Sandy noted <br />
