Selectmen's ?Meeting ---- November 0, 1990 <br />t The selection of these priorities was based on the need to <br />i k increase safety and reduce the diversion of traffic to local <br />roads from congested highways. <br />Mr. Field's memo also listed roads and intersections in Town <br />��rhich operate at a low level of service. <br />HATS 11 Committee recommendations to manage traffic demands <br />are as follows: <br />. HATS regional reviews as part of the local review process <br />of proposed; <br />. Developers should pay for physical traffic improvements or <br />pay an impact fee that could be used to finance other <br />traffic improvements; <br />Traffic reduction measures to manage future development <br />through zoning ordinance; and existing business through <br />a mandatory trip reduction ordinance; <br />The reduction of regional traffic volumes with origins <br />and /or destinations outside the HATS boundaries by <br />encouraging the State to construct sites for commuter <br />parking along Rte. 4950 Reduction of single occupant <br />vehicle travel through community promotion of car pooling, <br />van pooling and improved transit opportunites. <br />MAPC recommendations included specific policies to <br />strengthen control of development and encourage involvement of <br />communities in a subregional review process. <br />E <br />A better balance between new job opportunities and new <br />housing starts; <br />Pursue improvement in local transit services; <br />Meet with 'MassPort, Air Force, National Park Service and <br />ma jor employers to ensure implementation of traffic <br />improvements and trip reduction; <br />Recognition that traffic originating from our community <br />impacts other communities and provide commuter parking <br />facilities for car /van pooling near bus service and /or <br />major highway interchanges. <br />Mr. Eddison said that he was very pleased that M r.Field had <br />taken the time to produce the excellent report on the Study. The <br />report of the Planning Board on the Study was expected within a <br />few days. <br />He asked the Board's view on the policy issue regarding <br />broadening the scope of HATS. Mrs. Smith expressed the Board's <br />strong support of establishment of a Hanscom Area Planning <br />District, as discussed earlier in the meeting. <br />With reference to the HATS traffic s tudy , Mr., 'Marshall saw <br />an urgency to obtain a commitment from neighboring communities <br />riot to expand road systems until some limit on development has <br />been established. He noted the need for assistance with the <br />existing problems on Rte. 128. <br />He said he preferred the "soft" recommendations offered <br />relative to traffic management, rather than "hard" <br />i recommendations for additional road construction. <br />
