� 9 <br />Selectmen's Meeting -3- November 5, 1990 <br />1991 ANNUAL TOWN MEETING <br />Upon motion duly made and seconded, it was vo ted to call the <br />1991 Annual Town Meeting (Election Day) on March 4, 1991, with <br />polling hours of 7 :00 a.m. to 8:00 p.m. and to close the Warrant <br />for the 1991 Annual Town Meeting on Thursday ~, December 27, 1990, <br />at 4:30 p.m. <br />POLICE GARAGE REROOFING <br />Mr. white explained the need for reroofing of the Police <br />Department garage, noting that a polyvinyl chloride membrane <br />roof, as recommended by LEA Group, Engineering Consultants, will <br />be installed. <br />He asked that the Board award the contract to Coastal <br />Weatherproofing, the lowest qualified bidder. He also requested <br />that the Board vote to reject a bid from Judd Brothers Roofing <br />Company as being non-responsive, since the type of roof offered <br />in the Judd Bid had not conformed with specifications. <br />Upon motion duly made and seconded, it was %noted to award <br />Contract #91 -2, Reroofing of Police Department garage, in the <br />amount of $6,592.00, to Coastal weatherproofing Company, 68 <br />College Pond Road, Plymouth, MA, lowest qualified bidder. <br />It was also voted to reject the bid of Judd Brothers Roofing <br />Company, 1622A Beacon Street, Brookline, as being non - responsive. <br />Question was raised by Mr. Dailey as to whether the use of <br />co nsultants in preparation of bids on comparatively low cast jobs <br />is warranted. <br />'fir. Fields, Town Engineer, explained that given the history <br />of leaks in roofs on town bu i lding , we have used a consultant <br />that was knowledgeable in the current state of the art in roofing <br />syst <br />The possibility of using the same specifications for other <br />roofing jobs will. be explored. <br />HATS II ISSUES <br />Mr. Edd i son , Lexington's Selectman Representative on the <br />Hanscom Area Towns Committee (HATS II) explained the need to <br />relay to the Committee a sense of the Selectmen's position on two <br />issues: 13 the proposal to establish a Hanscom Area Planning <br />District, and 2) the extent of the Town's commitment to support <br />and implement the traffic management recommendations as presented <br />in the ' II Executive Summary". <br />Regarding the creation of a Regional Planning District <br />(RPD), Mr. Eddison noted that the proposal had been derived from <br />a suggestion by Lt. Col. Junkins, HAFB, who, in the interest of <br />improving the read network giving access to the Base, had <br />encouraged HATS to set up a mechanism whereby it could receive <br />payments in lieu of taxes from non - government organizations such <br />as Lincoln Labs which are located on Base. In its present form <br />of organization, HATS II could not legally receive such payments. <br />pow <br />
