May 6, 2009 Adjourned Session of the 2009 Annual Town Meeting, cont.. <br /> 7:54 p.m. Presented by Selectman George Burnell. <br /> ARTICLE 31: APPROPRIATE FOR AUTHORIZED CAPITAL IMPROVEMENTS <br /> MOTION: That in addition to the $550,000 previously appropriated under Article <br /> 31(a) of the 2007 Annual Town Meeting, $150,000 be appropriated for the construction <br /> of a subsurface slurry wall at Lincoln Field for methane mitigation, and that to meet this <br /> appropriation $150,000 be transferred from the unexpended balance appropriated under <br /> Article 8(i) of the 2003 Annual Town Meeting. <br /> 7:54 p.m. George Burnell reported support of a majority of Board of Selectmen. <br /> David Kanter reported unanimous support of Capital Expenditures Committee. <br /> Susan McLeish reported [9 -0] support of Appropriation Committee. <br /> 7:56 p.m. Members questioned current balances and status of bathhouse construction, to which <br /> Selectman Peter Kelley and Public Works Director William Hadley responded. <br /> 8:00 P.M. Selectman Peter Kelley spoke in opposition to Article 31. <br /> Members continued questioning on methane gas procedures and need to undertake mitigation action, to <br /> which Selectmen Hank Manz, George Burnell, Town Manager Carl Valente, and Town Counsel Kevin <br /> Batt commented. <br /> 8:31 p.m. John Bartenstein, pr. 1, called the question. Motion Adopted. <br /> 8:35 p.m. The Moderator called for a standing vote, tallied as follows: <br /> PCT YES NO <br /> 1 11 5 <br /> 2 6 4 <br /> 3 5 7 <br /> 4 16 1 <br /> 5 8 5 <br /> 6 10 7 <br /> 7 7 4 <br /> 8 10 4 <br /> 9 7 4 <br /> At Large 1 14 1 2 <br /> TOTAL 1 94 1 43 <br /> With 94 in the affirmative and 43 in the negative, Motion Declared Adopted. <br /> 8:35 p.m. Charles Lamb served notice of reconsideration ofArticle 31. <br /> 8:36 p.m. Dawn McKenna, pr.6, moved Reconsideration of Article 48 and explained <br /> her reasons to support Reconsideration of Article 48. <br /> 8:39 p.m. Motion for Reconsideration of Article 48 Not Adopted. <br /> 8:40 p.m. Selectman Norman Cohen commended Deborah Brown for her first Town <br /> Meeting as Moderator.
