ANNEX N <br />HAZARDOUS MATERIALS <br />I. PURPOSE <br />The purpose of this Annex is to outline the policies and proce- <br />dures necessary to identify and lessen or remove the threat to <br />public health and safety that may result from an accident or <br />release to the environment involving hazardous materials. The <br />resources of industry, local, state or federal government, separa- <br />tely or in combination, may be required to cope with the <br />situation, dependent on the magnitude, nature, and area threatened <br />by a hazardous materials incident. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />Hazardous materials are used, <br />duced in Lexington and hence <br />hazardous materials accidents <br />result of natural disasters, <br />stored, transported and/or pro- <br />fit is reasonable to assume that <br />or releases may occur as the <br />human error or accident. <br />B. Assumptions <br />Disasters involving hazardous materials are usually confined to <br />a localized area and action should be taken to contain the <br />effect as promptly as possible. Rapid communication channels <br />must be utilized to inform responsible officials of the need <br />for emergency response. <br />III. CONCEPT OF OPERATIONS <br />_A. General <br />1. It is the obligation of the individual responsible for <br />the spill, accident, or release incident to notify the <br />proper authority. In eases involving highway mishaps, <br />generally the notification goes from the trucker to the <br />fire department. This initial notification, however, in no <br />way absolves the responsible party from his obligation to <br />notify the appropriate agencies. <br />2. After reporting the hazardous materials incident, the per- <br />sons at the scene should isolate the area and await the <br />arrival of the Fire Department. The Fire Department shall <br />serve as the lead local agency managing the incident. The <br />Fire Department will utilize the Incident Command System of <br />on-scene management, and perform the actions necessary to <br />mitigate the incident. Cleanup should not be attempted <br />until the arrival of DEQE or its cleanup contractor unless <br />the time delay would effect public safety. Responders shall <br />only conduct operations they are trained to accomplish. <br />N-1 <br />
