David Kanter, CEC liaison was also present. Dick Wolk was not <br />present. <br /> <br />The meeting was called to order at 4:02 pm. <br /> <br />The purpose of the Meeting was to discuss three FY 2010 projects before the CPC. These <br />included drainage improvements to the Old Reservoir, drainage improvements to the Pine <br />Meadow golf course, and improvements to athletic fields. Karen Simmons of Recreation <br />and Dave Pinsonneault of Public Works were in attendance to make presentations. <br /> <br /> <br />1.Storm Water Mitigation, Old Reservoir/Marrett Road <br /> <br /> <br />Karen Mullins of Recreation and Dave Pinsonneault of Public Works outlined the <br />drainage improvements needed to reduce the bacterial contamination of the Old <br />Reservoir. The funding request before the CPC is for $569,000 in FY 2010, and $190,047 <br />in FY 2011. Mr. Pinsonneault explained that there are four catch basins on Marrett Road <br />which would be upgraded as part of the project. Presently, stormwater flows from two <br />basins directly into the reservoir. The other two basins outlet to a small detention pond <br />adjacent to the reservoir. The four basins, the piping in between them, and the detention <br />pond would all be significantly upgraded as part of the proposal. The improvements <br />would increase detention time in the basins and in the detention pond, and would thereby <br />reduce the bacterial count in the stormwater flow and, ultimately, in the reservoir. <br /> <br />Ms. Simmons explained that the Town will apply for DEP 319 funds for the project. This <br />matching grant system would potentially give the Town 60% of the project costs. The <br />funds will be applied for two years in a row, since there is a cap each funding cycle of <br />$350,000. It is unknown how the present state economy will affect Lexington’s <br />distribution. Mr. McSweeney asked if the Town will know about the state funding by <br />Spring Town Meeting. Ms. Simmons said it was unlikely. She informed the Committee <br />of the deadlines dates for submittal, and noted that the funding request was a lengthy <br />process. She added that in order to apply for the 60% matching grant, the project must <br />first be funded, however. Mr. Kanter asked how much money was left from the funds <br />distributed last year by the CPC. ($55,000 was granted for the reconstruction of the <br />gatehouse/outlet structure and for the dredging of a retention pond.) Ms. Simmons replied <br />that $20,000 was left over, which Mr. Kanter suggested be redirected, rather than <br />rescinded. <br /> <br /> <br /> 1 <br /> <br />
