<br /> November 10, 2008 <br /> <br /> <br />Minutes <br />Town of Lexington Appropriation Committee <br />November 10, 2008 <br /> <br />Place and time: Room 111, Town Office Building, 7:30 PM <br /> <br />Members present: Alan Levine (Chair), John Bartenstein (Vice Chair), Susan McLeish <br />(Secretary), Eric Michelson, Glenn Parker, Richard Eurich, Deborah Brown, Pam <br />Hoffman and Mike Kennealy. <br /> <br />Also present – Gary Garberg, David Kanter, Carl Valente (Town Manager) <br /> <br />The meeting was called to order at 7:35 PM. <br /> <br />Munroe School <br />. A discussion of the existing driveway and emergency access was held <br />and a question was raised about adding a driveway on the opposite side of the building. <br />Gary Garberg reported that a draft business plan for the Munroe Center for the Arts was <br />delivered today and that it was expected to be final within a matter of days. The plan <br />assumes that they remain in the building and will assume some financial responsibility <br />for the building. <br /> <br />A discussion of the timing of the availability of the school master plan was held. <br /> <br />Article Positions. <br />TheCommittee is unanimously (9-0) in favor ofArticles 3, 4, 5, 6, 7 <br />and 8. <br /> <br />Report. <br />A motion to approve the report (subject to minor edits made) was made and the <br />committee voted unanimously to approve. <br /> <br />Miscellaneous. <br />Alan will be out of town for the Special Town Meeting and we discussed <br />who would report on which articles during the meeting. Additionally, the meeting on <br />Monday evening (11/17) prior to STM will commence at 7:00 versus at 6:30 and if the <br />STM concludes on Monday evening (11/17), our meeting on Wednesday evening 11/19 <br />will be cancelled. <br /> <br />Health Insurance. <br />Deborah and Mike’s memo on health insurance was presented and <br />discussed. The conclusion with respect to the GIC is that the Town should pursue joining <br />it. It has a cost advantage because of the scale and the differences in plan design. There <br />are real advantages to joining and the time is right to put it on the table. Weston joined in <br />July 2008 and Brookline is in the process of joining. There has been a high level of <br />satisfaction reported amongst participants. The GIC provides lower cost and a high <br />quality of coverage. The State government is discussing removing the veto on joining <br />and if Towns join now, they can negotiate. <br /> <br /> 1 <br /> <br /> <br />
