Cole, Jr. <br /> at 8 P.M. in Cary Memorial Hall and immediately recessed, subject to the call <br /> of the Chair. The meeting was reconvened at 8:07 P.M. <br /> There were 181 Town Meeting Members present. <br /> Invocation was offered by Rabbi Richard I. Meirowitz of Temple Emunah. <br /> 8:08 P.M. <br /> Article 38. PARKING IMPROVEMENTS <br /> Presented by Robert F. Sacco. <br /> (See MOTION: That the sum of $26,000 be appropriated for parking <br /> below improvements in Town, and to raise such amount, $26,000 be trans - <br /> for ferred from the parking meter fees account. <br /> motion 8:09 P.M. <br /> as <br /> adopted) After Margery M. Battin gave an explanation of the parking <br /> situation, Jacquelyn R. Smith filed the Planning Board Report on <br /> Article 38. In explaining the report, Mrs. Smith said that the <br /> Planning Board urged support of both Articles 38 and 39. <br /> 8:18 P.M. <br /> Thomas E. Fortmann moved to amend by adding the following paragraph <br /> to Article 38: <br /> Town Meeting recognizes that parking improvements such as these <br /> cannot possibly stabilize the rapidly deteriorating parking <br /> situation in the Center. Accordingly, the Planning Board is re- <br /> quested to prepare, for consideration by the 1984 Town Meeting, an <br /> amendment to the zoning by -law pertaining to the Central Business <br /> (CB) district that will achieve the following goals: <br /> 1) Prevention of any further net loss of parking spaces in and <br /> around the Center. <br /> 2) A requirement for future developments, expansions, and <br /> changes in use that increase parking demand to be contingent <br /> upon commensurate increases in parking supply. <br /> 8:18 P.M. <br /> Mr. Fortmann, with the aid of slides, said that parking in the <br /> center has become worse and worse every year. The supply of <br /> parking is decreasing while the demand for parking is increasing. <br /> Recent. shortfalls: Cory's Restaurant - 50 spaces; Lexington Square <br /> 78 spaces; Muzzey Junior High School - 40 spaces; Total - 168 <br /> spaces. Under existing by -law, commercial floor space in the center <br /> can be approximately tripled without the provision of a single <br /> additional parking place. 8:25 P.M. <br /> Mr. Fortmann's motion to amend was declared adopted by voice vote. <br /> 8:25 P.M. <br /> Main motion as presented by Mr. Sacco and amended by Mr. Fortmann <br /> was declared adopted by voice vote. 8:25 P.M. <br /> (Motion, as amended, as adopted: <br /> (As MOTION: That the sum of $26,000 be appropriated for parking improve - <br /> adapted) ments in Town, and to raise such amount, $26;000 be transferred from <br /> the parking meter fees account. <br /> Town Meeting recognizes that parking improvements such as these <br /> cannot possibly stabilize the rapidly deteriorating parking situation in <br /> the Center.
