w„ <br /> Y _sa +_. .(Annual Town Meeting - A pril 4, 1983.) <br /> Article 10. Jacquelyn R. Smith, Chairman of the Planning Board, filed the <br /> (Cont.) Report of the Planning Board which stated that the Planning Board <br /> is not in favor of transferring the so- called "Poor Farm" land to <br /> the Conservation Commission at this time, although it is one of the <br /> few publicly owned open spaces in that neighborhood. <br /> 9 P.M. <br /> Jacquelyn R. Smith presented a substitute motion as follows: <br /> MOTION: That the transfer of the "poor farm" land be deferred <br /> at least until the Planning Board has adopted a land use plan. <br /> 9 :02 P.M. <br /> Mrs. Smith explained in her short explanation that she was not <br /> speaking in opposition of the main motion but that this is a <br /> procedural point at this time. 9:04 P.M. <br /> Mrs. Smith asked for the unanimous consent of the meeting to <br /> delete the words "at least" from her substitute motion but an <br /> objection was raised by Ephraim Weiss, therefore the words were <br /> not deleted. 9:05 P.M. <br /> Charles E. Connolly, Jr. recommended action on the main motion <br /> at this time and Ephraim Weiss urged defeat of the substitute <br /> motion and. favorable action on the main motion. 9:10 P.M. <br /> Earnest J. Johnson, a resident at 75 Cedar Street for twenty <br /> years, urged passage of the main motion. Speaking from the <br /> balcony, Mr. Johnson told how his seven children had played on <br /> this land, keeping them off the street and safe from being hit <br /> by automobiles. 9 :13 P.M. <br /> Stephen Michael Politi stated that four members of the Board of <br /> Selectmen were unable to support the Conservation Commission on <br /> this article. 9:15 P.M. <br /> Manfred P. Friedman and Paul W. Marshall both favored the main <br /> motion. Mr. Marshall said that the land should be conservation <br /> land as that is what it actually was. 9 :17 P.M. <br /> Mrs. Smith's substitute motion was declared lost by voice vote. <br /> 9:18 P.M. <br /> Frank I. Michelman moved that Article 1.0 be indefinitely post- <br /> poned but this motion was declared lost by voice vote. <br /> 9:18 P.M. <br /> Mrs. Frick said that the Conservation Commission felt that it had <br /> a commitment to the neighborhood. It is a thickly settled <br /> neighborhood and this is the only open land and she hoped that <br /> this small piece of land would be voted as conservation land. <br /> 9:20 P.M. <br /> James M. McLaughlin felt that a portable house lot would be <br /> appropriate but Mrs. Frick answered that the land was wet and <br /> swampy. 9:23 P.M. <br /> In answer to Marian C. Reilly's question "If the lot is buildable, <br /> could it be taken out of conservation? Norman P. Cohen, Town Counsel <br /> stated that it would take a two - thirds vote of the legislature. <br /> 9:26 P.M. <br /> Main motion, as presented by Mrs. Frick, declared adopted <br /> unanimously. 9:26 P.M. <br /> James M. McLaughlin served notice of reconsideration of Article 10. <br /> 9:26 P.M. <br />
