Wo (Annual Town Meeting - April 4, 1983.) <br /> 216 <br /> Robert P_ Sacco moved that Article 28 be taken up out of order at this time. <br /> Adopted unanimously. 10:32 P.M. <br /> Article 28. RESCIND UNUSED BORROWING AUTHORIZATION <br /> Presented by Robert F. Sacco. <br /> MOTION: That the $5,000 of unused borrowing authorization voted <br /> under Article 55 of the warrant for the 1_973 Annual Town Meeting <br /> be rescinded. <br /> 10:32 P.M. <br /> Mr. Sacco explained that this would release the balance of the <br /> unissued bond authorization under Article 55 of the 1973 Annual <br /> Town Meeting which provided for acquisition of the Porter Land <br /> off Lowell Street for conservation purposes. <br /> 10:32 P.M. <br /> William J. Dailey, Jr. stated that the Appropriation Committee <br /> recommended favorable action. 10:32 P.M. <br /> Motion as presented by Mr. Sacco declared adopted unanimously. <br /> 10:32 P.M. <br /> Article 2. Louis A. Zehner presented the following under Article 2: <br /> For the benefit of new town meeting members I report that last <br /> year I called attention to our undefended 3,000 mile border with <br /> Canada with which nation we had been at peace for 167 years, - a <br /> situation unique in the history of nations. Also that Queen <br /> Elizabeth had only recently signed the articles which granted <br /> Canada its own constitution. <br /> I suggested that the selectmen invite President Reagan to the <br /> 1983 Patriot's Day celebration and that he in turn invite Premier <br /> Trudeau to help celebrate the almost 170 years of peace and to <br /> celebrate Canada's first birthday of a new nation. Explicit in <br /> its hearty approval was the town meeting vote that all expenses <br /> outside of the usual April 19 costs would be raised outside the <br /> town budget. <br /> The letter of invitation was duly sent. It arrived in the <br /> midst of the planning for the Versailles Conference. Six weeks <br /> intervened before the response from the President's appointment <br /> secretary was received. That response expressed warm <br /> appreciation for the invitation and was gracious in every way <br /> but it was firm in saying that any commitment from the President <br /> would have to wait until 1983 when the den'ands on his time could <br /> be better appraised. <br />
