Spencer moved reconsideration of Martin L. Hagerty's <br /> (See amendment to main motion under Article 15. (see Pages 94 and 95.) <br /> Page 8:14 P.M. <br /> 144 for <br /> final Alfred S. Busa, Chairman of the Board of Selectmen, read. the <br /> motion following: <br /> adopted <br /> under Town Meeting Members advised the Board of Selectmen that they <br /> Art. 15.) felt it was necessary that a full review of this article be <br /> conducted so that all of the technical ramifications could be <br /> better understood. <br /> As you know, a comprehensive report has been filed with the <br /> town meeting outlining this proposal. We have made arrangements <br /> for the Director of Public Works and our traffic consultants, <br /> Boston Survey Consultants, to review this proposal. The current <br /> amendment prohibits any commitment to spending monies for the <br /> resolution of the Bedford Street design of this project. We <br /> consider Bedford Street to be the most critical component of <br /> this project. <br /> In addition, we have been advised only recently that funding <br /> for portions of this project would come from other than Chapter <br /> 90 funds. Specifically, $120,000 will be provided as a direct <br /> grant by the State towards the design of this project. <br /> 8:15 P.M. <br /> Selectman, Margery M. Battin urged support of the motion to <br /> reconsider Mr. Hagerty's amendment. She stated that the <br /> Selectmen were unanimous in their support and wished to continue <br /> dialogue with the neighbors. She added that the project will <br /> be stopped by the Selectmen if it does not meet the needs of the <br /> town. 8 :19 P.M. <br /> Walter Tonaszuk, Director of Public Works, was recognized and he <br /> reviewed the project and was aided by the showing of slides. He <br /> said that there would be three 12' lanes in each direction and a <br /> two -way residential frontage road. There would be a pedestrian <br /> overpass at Eldred Street and a 10' to 20' planting area. The <br /> total construction cost, which includes Bedford Street, Hartwell <br /> Avenue and Marr.ett Road, would be $4,400,000. 8:31 P.M. <br /> At Mr. Busa's request, Mr. Cook of Boston Survey Consultants was <br /> recognized. With the aid of slides he explained the increased <br /> growth in daily traffic - Bedford Street - 70 %; Hartwell Avenue - <br /> 50 %; Maguire Road - 12% and Wood Street - 60 %. He gave the <br /> population forecasts for the period 1970 - 1990. For 1970 - <br /> 1980 there was a decrease of 8 %; 1980 - 1990 there would be no <br /> increase. 8:43 P.M. <br /> Winifred L. L. Friedman felt that Bedford Street should not be <br /> turned into an arm of Route 128. She added that the meeting <br /> should not accept this proposal. She wants to protect North <br /> Lexington and urged unfavorable action on the motion to re- <br /> consider Mr. Iagerty's amendment. 8:50 P.M. <br /> Concern was raised by Lloyd Gilson in regards to the pedestrian <br /> overpass. Mrs. Battin stated that the town would not support <br /> the proposal if there were to be no pedestrian overpass. <br /> 8:57 P.M. <br /> Jacquelyn H. Ward spoke in favor of the reconsideration and said <br /> that Bedford Street was in need of an access road. 8:57 P.M. <br /> Manfred P. Friedman stated that if the concept were approved, <br /> it would soon be obsolete. 9:01 P.M. <br /> Thomas E. Fortmann stated that the design had some excellent <br /> features but that it also had some major problems. He urged <br /> reconsideration of the amendment and defeat of the amendment <br /> itself. 9:03 P.M. <br />
