Section 20Az1 PARKING REGULATIONS; VIOLATIONS IN <br /> CERTAIN CITIES AND TOWNS; NON - CRIMINAL DISPOSITION; NOTICE; <br /> APPEARANCE; SCHEDULE OF FINES.) <br /> Mr. Politi explained that this motion is being presented in order <br /> to ratify the approval of this acceptance as voted by the Board of <br /> Selectmen at a meeting held December 28, 1981. <br /> Mr. Politi's main motion was declared adopted unanimously. 9:01 P.M. <br /> Article 44. TERM OF PLANNING BOARD <br /> Presented by Alfred S. Busa. <br /> MOTION: That the term of office of members of the Planning Board <br /> be reduced from five years to three years beginning with the member <br /> elected at the annual town election of 1983. <br /> 9:02 P.M. <br /> Mr. Busa explained that this article was inserted in the warrant by <br /> the Board of Selectmen as the citizens wishing to have the article <br /> inserted in the warrant missed the filing deadline. 9:05 P.M. <br /> Jacquelyn R. Smith, Planning Board Member, stated that a majority <br /> of the Planning Board opposed this article and urged defeat. <br /> 9:07 P.M. <br /> In response to a question by Renee T. Cochin, Selectman James F. <br /> Crain said that he had talked with a number of former members of <br /> the Planning Board and therefore urged defeat of this motion. <br /> 9:12 P.M. <br /> Eric T. Clarke, a former ten year member of the Planning Board, <br /> spoke in opposition. 9:12 P.M. <br /> Main motion, as presented by Mr. Busa, declared lost by voice vote. <br /> 9:15 P.M. <br /> Article 45. AUTHORIZE SPECIAL LEGISLATION TO <br /> ALLOW TAX LEVY TO GO TO 2�i <br /> Presented by Margery M. Battin. <br /> MOTION: That this article be indefinitely postponed. <br /> 9:15 P.M. <br /> (Cont. on next page) <br /> Article 2. Margery M. Battin read the following report; <br /> Under Article 2 the Selectmen wish to report to the Town Meeting <br /> their grave concern for Lexington's future under Proposition 2'i and <br /> invite Town Meeting Members to join with the Selectmen in notifying <br /> our senator and representative of our belief that the answer to <br /> excessive reliance on the property tax is genuine tax reform with a <br /> guaranteed local aid fund equitably distributed so as not to <br /> penalize prudent planning and good management at the local level. <br /> We are concerned about Proposition 2 because of the eventual <br /> curtailment of services and diminution of the quality of life in <br /> Lexington. <br /> We feel it important to point out to the Town Meeting and towns- <br /> people two very important, but often misunderstood facts about <br /> Proposition 2'i. <br />
