f <br /> (WARRANT - SEE WARRANT' FILE) r'' 5 <br /> SPECIAL TOWN MEETING - APRIL 8, 1981 <br /> The meeting was called to order at 8:05 P.M. in Cary Memorial Hall by the <br /> Moderator, Lincoln P. Cole, Jr. <br /> There were 172 Town Meeting Members present. <br /> The invocation was offered by Reverend John Prusaitis, Associate Pastor of <br /> St. Brigid's Church. 8:07 P.M. <br /> Town Clerk, Mary R. McDonough, read the warrant for the meeting until <br /> further reading was waived. 8:08 P.M. <br /> The Town Clerk read the Constable's Return of the warrant. 8:08 P.M. <br /> Article 1. Presented by Alfred S. Busa. <br /> (AS MOTION: That the sum of $196,000 be appropriated for reconstructing <br /> adopted) and making extraordinary repairs to Cary Memorial Library, and that <br /> such amount be transferred from overlay Surplus. <br /> 8:08 P.M. <br /> Mr. Busa gave an explanation of the need of the reconstruction <br /> and showed slides demonstrating the damage that had been done. He <br /> stated that, as this is in litigation, he could not say too much as <br /> it could damage the town's case. 8:17 P.M. <br /> Nyles Nathan Barnert, Chairman of the Capital Expenditures Committee, <br /> stated that his committee unanimously favored this motion. <br /> 8:17 P.M. <br /> Mr. Busa showed a sample of the window wall that would be used. It <br /> should help to keep out the cold in winter and the sun and heat in <br /> the summer. 8:19 P.M. <br /> Richard A. Michelson voiced concern about correcting the damage be- <br /> fore the court case is heard. He felt that the town would stand a <br /> better chance if the building could be seen as is, before recon- <br /> struction. 8:20 P.M. <br /> Mr. Busa said that the building would deteriorate if it was not <br /> repaired now. 8:22 P.M. <br /> Sam V. Nablo asked about the state of the building now. Is it <br /> waterproofed and is the building reasonably protected? Mr. Busa <br /> answered that the repairs that have been made are strictly temporary. <br /> 8 :25 P.M. <br /> George P. Wadsworth, Chairman of the Appropriation Committee, stated <br /> that his committee had voted in favor of this motion just this <br /> evening. He added that there was little else that they could do and <br /> agreed that it was the best use of the money. 8:30 P.M. <br /> Ephraim Weiss asked how the new specifications insured that the new <br /> wall would be waterproofed. Mr. Busa answered that all precautions <br /> would be taken to insure that it would stand up under normal conditions. <br /> 8:31 P.M. <br /> In answer to a question raised by James M. McLaughlin, Mr. Busa said <br /> that under the specifications, there would be a ten year guarantee on <br /> the glass and a ten year bond on the reconstruction. <br /> 8:34 P.M. <br /> Motion, as presented by Mr. Busa, declared adopted by voice vote. <br /> 8:34 P.M. <br /> Alfred A. Busa moved that this meeting be dissolved so that we can meet <br /> forthwith on the adjourned session of the 1981 Annual Town Meeting.
