, <br /> ADJOURNED SESSION - 1987 ANNUAL TOWN MEETING <br /> APRIL 1, 1987 <br /> The meeting was called to order by the Moderator Margery M. Battin <br /> at 8 p.m., in Cary Memorial Hall. <br /> There were 183 Town Meeting Members present. <br /> The invocation was offered by the Reverand Brian S. Dixon, First <br /> Baptist Church. 8:01 p.m. <br /> Those present observed a moment of silence to note the death of <br /> David Adler, husband of Alice Adler, Precinct 9 Town Meeting Member. <br /> 8:02 p.m. <br /> The Moderator reminded the Meeting of the Code of Conduct for Town <br /> Meeting Members and gave brief reminders of procedures. <br /> ARTICLE 2. REPORTS OF TOWN BOARDS, OFFICERS, COMMITTEES <br /> Iris Wheaton, Precinct 7, moved that the report of the Cary Lecture <br /> Series be accepted and placed on file. <br /> Accepted and placed on file. 8:05 p.m. <br /> The Moderator recognized Raymond Culler, Chairman of the Cary <br /> Lecture Committee, who presented the report. 8:09 p.m. <br /> Carolyn Wilson presented the report of the Lincoln Street Sub- <br /> Committee. 8:12 p.m. <br /> Judith Uhrig announced that the Planning Board reports had been <br /> distributed. 8:13 p.m. <br /> Erna Greene, Co-chairman of the Town Report Committee, announced <br /> that the Annual Report had been promised for delivery by April 10. <br /> 8:14 p.m. <br /> ARTICLE 4. OPERATING BUDGET <br /> Sheldon Spector, Precinct 8, rose for a Point of Order regarding the <br /> the Code of Conduct for Town Meeting Members. 8:06 p.m. <br /> The Moderator noted that the Code does not have the force of law but <br /> is to be used as a guideline. 8:07 p.m. <br /> Anthony Clough, Chairman of the School Committee, spoke regarding <br /> Line Item 200-102, taking issue with the Selectmen. He stated that a <br /> rock bottom budget had been developed and he further presented the School <br /> Committee's point of view. 8:24 p.m. <br /> John Eddison, Selectmen, stated that the Selectmen vigorously <br /> opposed the suggestion to raid Free Cash. 8:25 p.m. <br /> Robert M. Hutchinson, Jr., Town Manager, objected to the proposal to <br /> raid revenue to provide operating expenses. He said that all the revenue <br /> sources which can be taken at this time had been taken and that this <br /> fiscal resource should not be jeopardized. 8:27 p.m. <br /> Michael O'Sullivan speaking for the Appropriations Committee stated <br /> that they had agreed to use this Meeting as a forum for the process and <br /> would act as moderator between the School Committee and the Selectmen. A <br /> 50/50 split would be offered and the amendment to be offered would reduce <br /> the educational request by $150,000. <br /> Presented by Michael O'Sullivan. <br /> MOTION: Under line item 200-102 Public School-Education the amount of (passed- <br /> $22,311,077 be changed to $22,161,077; and the amount of $21,986,649 be see <br /> changed to $21,836,649.
