119 <br /> (Adjourned Session - 1987 Annual Town Meeting - April 6, 1987, cont.) <br /> William Fraser, Precinct 5, and James Barry, Precinct 1, raised <br /> questions on procedures which were answered by the Town Manager. <br /> 9:10 p.m. <br /> The Moderator declared the motion passed by voice vote. 9:11 p.m. <br /> ARTICLE 19. INSTALL DRAINS/WIDENING, DEEPENING OR ALTERING BROOKS <br /> MOTION: That this article be indefinitely postponed. <br /> Presented by Leo McSweeney, Selectman, <br /> The Moderator declared the motion indefinitely postponed. <br /> 9:12 p.m. <br /> ARTICLE 20. CONSTRUCT SIDEWALKS <br /> MOTION: That the Selectmen be and they hereby are authorized to <br /> - <br /> construct or reconstruct concrete, bituminous concrete or other (passed <br /> see <br /> sidewalks, and to take by eminent domain, purchase or otherwise <br /> below) <br /> acquire any fee, easement or other interest in land necessary <br /> therefor; to appropriate the sum of $140,000 for such <br /> construction or reconstruction and land acquisition, and that to <br /> raise such amount $140,000.00 be transferred from the Unreserved <br /> Fund-Special Assessments. <br /> Presented by William Dailey, Jr., Selectman. 9:13 p.m. <br /> Mr. Dailey outlined the route of the sidewalk and read a letter from <br /> the League of Women Voters in support. <br /> Sandra Shaw, Precinct 4, questioned the slide presented by Peter <br /> Chalpin, which he further explained. In response to Joel Adler, Precinct <br /> 1, Mr. Dailey replied that all sidewalks henceforth will be handicapped <br /> accessible. 9:19 p.m. <br /> In reponse to William Spencer, Precinct 6, it was noted that there <br /> would be an information meeting to notify and explain the plans to <br /> abutters. 9:20 p.m. <br /> Margaret Brooke, Precinct 6, said it would be more logical to have <br /> the sidewalk on the other side of the street. Frank Field, Engineer, <br /> explained the choice, the impacts, the retaining wall, and the need for a <br /> railing if on the opposite side of the street. 9:21 p.m. <br /> Lynda Wik voiced the School Committee support. 9:22 p.m. <br /> Florence Connor, Precinct 8, stated the need for a crossing guard <br /> and Mr. Dailey stated that the Traffic Advisory Committee would be <br /> consulted. 9:23 p.m. <br /> Paul Hamburger, Precinct 5, stated his support and asked for an <br /> update on last year's sidewalk article. 9:24 p.m. <br /> Mr. Dailey stated that by May 1 the contract would be out for bid. <br /> 9:25 p.m. <br /> Mr. O'Sullivan stated support by the Appropriations Committee. <br /> 9:25 p.m. <br /> Donald Giller, Precinct 4, asked if all sidewalks were to be <br /> bituminous concrete. Mr. Dailey replied in the affirmative except for <br /> those where aesthetic consideration needed to be taken into account. <br /> Robert Domnitz stated his concern for sidewalks to be cleared of snow. <br /> Joanne Brown speaking from the balcony urged support. 9:27 p.m. <br /> The Moderator declared the vote to be unanimous. 9:28 p.m. <br />
