William Welch, Jr. questioned the procedure <br /> further. The Town Manager explained the wage increases and the positions <br /> filled. There was further explanation by Mr. O'Sullivan, Mr. Barnert, Mr. <br /> Dailey, and comments by Mr. Lazarus and Mr. Weiss. Mr. Weiss, Precinct <br /> 5, asked that in future years the presentation be presented in a way <br /> which would be easier to understand. 10.22 p.m. <br /> The Moderator declared the motion offered by Mr. Dailey as <br /> unanimously passed by voice vote. 10:22 p.m. <br /> ARTICLE 6. SUPPLEMENTARY APPROPRIATIONS FOR CURRENT FISCAL YEAR (FY87) <br /> Presented by William Dailey, Jr., Selectman. <br /> MOTION: That the sum of $140,000 be appropriated to be used in (passed- <br /> conjunction with the money appropriated under Article 4 of the see <br /> warrant for the 1986 Annual Town Meeting for Public Works below <br /> Personal Services-Collective Bargaining, and to raise such amount reconsi- <br /> $5,354 be transferred from available P.L. 98-185 General Revenue dered <br /> Sharing Funds and $134,646 be transferred from the Excess and and <br /> amended <br /> Deficiency Account. Page 142) <br /> Mr. Dailey presented the information on the motion. He stated that <br /> this amount was too large to fund from the Reserve Fund. 10:24 p.m. <br /> Mr. O'Sullivan stated that the Appropriations Committee recommended <br /> favorable action on this motion. 10:25 p.m. <br /> Albert Zabin, Precinct 1, asked for what the impact would be if the <br /> amount were to be reduced. The Town Manager stated that there would be <br /> serious operating difficulties. 10:25 p.m. <br /> The Moderator declared the motion offered by Mr. Dailey passed <br /> unanimously by voice vote. 10:26 p.m. <br /> ARTICLE 7.
