Uhrig, Chairman of the Planning Board, said that the <br /> Board, this evening, had received a request from the proponents of <br /> Article 49 that this article be indefinitely postponed. A motion <br /> to indefinitely postpone Article 49 will be offered when the meeting <br /> reaches that point. 8:44 P.M. <br /> Judith J. Uhrig moved that Article 48 be taken out of order and that it be <br /> taken up at this time. (See below) <br /> Adopted by voice vote. 8:45 P.M. <br /> Article 40. Cripps moved that the report of the Planning Board on <br /> Article 48 be accepted and placed on file. <br /> Adopted by voice vote. 8 :47 P.M. <br /> Presented by Stephen B. Cripps. <br /> (Not MOTION: That the Zoning By -Law of the Town be amended by changing <br /> adopted) the zoning district designation of the land on the north - easterly <br /> side of Lowell Street abutting the Burlington /Lexington town line <br /> and the Middlesex Mall containing 4.59 acres of land more or less <br /> as more fully described in Article 48, from RO - -ONE FAMILY DWELLING <br /> DISTRICT to CD -- PLANNED COMMERCIAL DISTRICT, all in accordance with <br /> a preliminary site development and use plan dated March 31, 1986, <br /> and filed with the Town Clerk and the Planning Board. <br /> 8:47 P.M. <br /> Elizabeth Frank of Northland Realty Corporation was recognized <br /> and she gave an overview of the proposal. Mrs. Frank said that <br /> $50,000 would be given to the town for a traffic survey in the area <br /> and she urged support of Article 48. 8:55 P.M. <br /> Urging defeat, James E. Barry, William M. Fraser and Ephraim Weiss <br /> all spoke of the traffic problems in the area at the present time. <br /> Mr. Weiss showed topographic maps made in 1958 and 1971 in order that <br /> the members could see the way the land used to be. 9:05 P.M. <br /> Mr. Cripps said that the Planning Board recommended favorable <br /> action on this article. He said that it would be difficult to <br /> develop this land as residential for single family homes. He also <br /> said that both exits from this shopping area, which would be for <br /> retail stores, were on Burlington streets. 9:07 P.M. <br /> Many questions were raised and, after various speakers, Paul W. <br /> Marshall said that the Board of Selectmen endorsed the report of <br /> the Planning Board and urged approval. He said that this would be a <br /> tax paying development with an extra .$50,000 per year for the town. <br /> 9:25 P.M. <br /> Questions were raised regarding the volume of material to be removed, <br /> where the digging would take place, the amount of tax per foot etc. <br /> 9:40 P.M. <br /> James Cataldo moved the previous question which was declared adopted <br /> by voice vote. 9:40 P.M. <br />
