HomeMy WebLinkAbout2020-02-19-LEXHAB-min (2) LexHAB Board Meeting 1620 Massachusetts Avenue,Suite 4, Lexington, MA 02420 February 19,2020 at 7:00 AM Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on February 19, 2020. Members present were Bob Burbidge, Lester Savage, Bob Phelan, Gerry Howell, Donna Leary, Henry Liu, Martha Wood and Bill Hays. Also present were Pearlene Varjabedian, Housing Manager and Kate Murphy, Financial Administrator, Patricia S. Nelson, counsel to LexHAB and Sue Barry, Selectwoman, Tara Mizrahi of Affirmative Investments. Bill Kennedy remotely present via conference call. The Chairman, Bob Burbidge presided. Minutes from the January 15, 2020 meeting were reviewed and accepted as amended. FINANCIAL REPORT • Financial Overview by Gerry Howell • Financial reports were handed out and will continue to be distributed to all Board members monthly • In future, financial reports will be reviewed in detail at meetings at least quarterly, with financial overview at interim meetings. FARIVIVIEW • Lester Savage gave status report on construction. Should be complete by end of week. Tin Roofs came in yesterday. Inspections for plumbing, electrical and insulation took place yesterday. • Pearlene to reach out to MetroWest and set up meeting regarding lottery and occupancy in June. Motion to engage MetroWest to conduct lottery for selection of Farmview tenants. All in Favor. GROVE STREET • Students and Shop teachers are back. Bathrooms are tiled, plumbing and fixtures in. Project completion anticipated in June. WRIGHT FARM • Pat Nelson — Deed is now recorded. Everyone has a copy. Waiting for regulatory agreement to be signed by the Select Board. Carol Kowalski has the paperwork. • Conservation is in process to build an education center at the barn. VINE STREET • CPC funding of project design included in Town warrant. MINUTEMAN HIGH SCHOOL • Bob Burbidge reviewed Minuteman High School Video Project. Met with Drew O'Connor — audio Visual Department at Lexington Minuteman. He will be using drones and time lapse photography of LexHAB projects and construction. Discussed interviews with a few of our tenants as well. • Lexington High School—LOGO Contest in March and in April. LexHAB to choose Logo. TOWN EMPLOYEE HOUSING • Discussed marketing of Employee Housing program. If we add a unit we need to contact Anne Kostas. BROOKHAVEN • Jim Freeling,CEO and President of Brookhaven At Lexington asked to speak to the Board on behalf of Brookhaven. Brookhaven will be making contributions to the Town, the first payment of which has been received by the Town. Brookhaven has asked that the funds be designated for use by LexHAB in memory of LexHAB's longtime Board Member and Chair, Dave Eagle. LEHAC • Melissa Interess—Town of Lexington Human Services—LEHAC,attended the meeting for a discussion of the Lexington Emergency Housing Assistance Commission,which was established as a fund for the general population of Lexington to be used in case of family emergencies. LexHAB currently administers the fund but does not designate the members who select recipients. Melissa asked LexHAB to assist in updating the current list of voting members. Discussion took place on transferring funds to Town Human Services. • The Board requested that Melissa provide LexHAB and the Town with Qaurterly reports regarding the account. Motion to close LEHAC account and transfer said Emergency Funds to Human Services Town of Lexington. All in Favor PET POLICY • Wording to be changed to comply with HUD guidelines. Task Force will review at next meeting and report back to Board. WELCOME LETTER • Task Force to review Welcome Letter and report back to Board. NEW BUSINESS • Tara suggested that LexHAB create a website • Dana Home Foundation Grant discussed, to be prepared by Kate. John Biggins to provide estimates. Next meeting scheduled to take place March 18, 2020. EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating that Consideration of same in open session could have a detrimental effect on the negotiating position Of a semipublic Body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return to open session at the end except to adjourn.
