Members present were Bill Kennedy,Les Savage,Bob Burbidge,Bob Phelan, Gerry Howell, Donna Leary and Bill Hays. Also present were Pearlene Varjabedian, Housing Manager and Kate Murphy Financial Administrator, Patricia S. Nelson, counsel to LexHAB and Sue Barry,Selectwoman, Bob Pressman of the Lexington Housing Partnership, Tara Mizrahi of Affirmative Investments. Absent was Henry Liu. The Chairman, Bob Burbidge presided. Minutes from the December 18, 2019 meeting were reviewed and accepted as amended. FINANCIAL REPORT Gerry Howell Reported • Gross Income increased from previous years • Staffing reductions will result in a reduced payroll for 2020 • Litigation Services reviewed • Financial Services reviewed • Genesis Fund contributed 10K. The Board thanks Bob Burbidge and the Genesis Fund for their support • Report by Bill Kennedy on meeting with Town Manager • Karen and Kate are forwarding necessary Information to the Auditor reviewing 2018 financials • Review of Repairs and Maintenance expenses. Board discussed efforts to reduce costs and seek other sources of funding. Discussed availability of CPA funds for repairs and maintenance to certain specified units. • Gerry Howell reviewed the Balance Sheet Motion made to accept Treasurers report. Motion approved. CPC Guidelines • Board discussed changes to CPC Guidelines for LexHAB funding. • Motion for Board to accept CPC Guidelines as finalized. Motion approved. FARIVIVIEW • Lester Savage gave status report on construction. He reported that the Town Manager is expected to review the site in two to three weeks. • Bob Phelan reported on communications with contractors and oversight of construction. LexHAB Board members visit the site two times a day. There is a weekly conference call with the contractor. • Bob Burbidge reviewed the LexHAB's request to Town Meeting for additional CPA funds to complete Farmview construction. • Motion made to withdraw LexHAB's request to seek additional funding from CPA funds for Farmview at the 2020 Town Meeting. Motion approved. WRIGHT FARM • Wright Farm Deed circulated and executed by all present. • Lester Savage reviewed status of construction. Delays resulted from illness of Minuteman Tech teacher overseeing student work. • Discussion of expected costs of change orders. • $60,000(part of original $200,000 contract)was approved for payment to the contractor. VINE STREET • Discussion of CPC Funding and Town Meeting Article 10 in the amount of $100,000 for design funds for Vine Street. This includes $25,000 to study moving the Hosmer house to the site to be incorporated into LexHAB affordable housing. EMPLOYEE HOUSING PROGRAM • Pearlene V reported that a Lexington employee and her family accepted LexHAB's offer and her family has now moved in. DANA HOME FOUNDATION • Discussion of filing a grant request with the Dana Home Foundation. Application due March 1St COMMUNITY ENDOWMENT- LEXINGTON • Martha Wood discussed filing a grant request with the Community Endowment Fund. Further information scheduled for the next meeting. MISCELLANEOUS • Review of ongoing discussions with the Town regarding what actions will be required for town approval of LexHAB purchases, contracts and change orders. • LEHAC funding discussed. • Discussion of efforts to inform Town citizens about LexHAB and its role in affordable housing. • Bill Daly spoke with Jim Shaw and he will do a story about the employee Housing Program. • Tara Mizrahi—was introduced and discussed Housing Choice Program and Mass Works. NEXT MEETING Next meeting will be February 19, 2020 at 7 AM. Future Board meeting will be on the Third Wednesday of each month, unless otherwise scheduled. EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating that Consideration of same in open session could have a detrimental effect on the negotiating position Of a semipublic Body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return to open session at the end except to adjourn.
