APPROPRIATION COMMITTEE-2.020 ATM 25 March 2020 <br /> aesthetic and structural condition is fair to poor,with paint loss,tears, and a weakening canvas and frame. <br /> Restoration would include being transported in a climate-controlled vehicle to the conservator studio,where <br /> appropriate work would be completed.Work would begin in January 2021 and take 4-6 months to complete. <br /> 10(c) Battle Green Master Plan- Phase 3 <br /> Implementation of the 2010 Battle Green Master Plan was divided into three phases. Phases 1 and 2 were <br /> fully funded in FY2012 and FY2013 and have been completed.Due to CPA funding constraints in FY2020, <br /> the requested appropriation of$570,438 for Phase 3 was reduced to$253,394(leaving$317,044 unfunded). <br /> Work on Phase 3 using the partial funding approved in FY2020 will begin this spring. <br /> This year's request for $317,044 will fund the remaining items in Phase 3, which include wear-tolerant <br /> surfaces around the monuments, pathway lighting, and landscaping. Once the Phase 3 work is completed <br /> during the 2021 construction season,the Battle Green Master Plan will be almost fully implemented. The <br /> exceptions are parking and traffic related work, which are anticipated to be funded at the 2023 Annual <br /> Town Meeting. <br /> 10(d): Conservation Land Acquisition <br /> This item will be indefinitely postponed. <br /> 10(e): Daisy Wilson Meadow Preservation <br /> This request for $22,425 will bring Lexington's ongoing multiyear Conservation Meadow Preservation <br /> Program to the 5-acre Daisy Wilson Meadow. Hennessey Field and Joyce Miller's Meadow were restored <br /> under this program in 2015-16: Meadows at the Wright Farm were restored in 2018-19. The goals of the <br /> project are to remove trees,shrubs,and vines which have grown over meadow land,restore views of historic <br /> stone walls, remove invasive plants, and provide an annual mowing and maintenance regime to preserve <br /> meadow habitat. <br /> 10(f): Wright Farm Site Access Planning and Design <br /> This request for$69,000 is to engage a consultant to create a site access and design plan with cost estimates <br /> for conservation land access, parking, and trail access,taking into account proposed uses for the barn and <br /> property. A second phase of the project will request funds for permitting,bid documents,and construction; <br /> there is no date set for this second phase. <br /> Article 10(2)Athletic Facility Li2htin2 <br /> This request is to complete the Athletic Facility Lighting project at the Gallagher Tennis Courts, Center <br /> basketball courts,and Town Pool Complex. Funding for this project of$975,000 was approved at the 2018 <br /> Annual Town Meeting and the scope called for the upgrades to be completed at these locations, as well as <br /> the Center 41 baseball field and Center 42 softball field. Repairs and improvements were completed at <br /> Center 41 and Center 42 in May 2019. However,the upgrades were not completed at other facilities as the <br /> bid for these components came in over-budget. <br /> The total cost for this project is now $1,425,000, almost 46% over the original budget. This committee <br /> would have preferred that the proponents returned to Town Meeting to gain approval for the additional <br /> funding prior to commencement of the project.We strongly recommend that a more robust approval process <br /> be adopted by the Town in order to avoid similar overruns on other current and future projects and reluc- <br /> tantly recommends approval of this article. <br /> Article 10(h) Park Improvements- Hard Court Resurfacing <br /> This ongoing program provides funding for resurfacing,painting and striping the hard court surfaces (bas- <br /> ketball and tennis courts)at Recreation facilities. The FY2021 funding request will resurface,paint and re- <br /> stripe the Valley tennis courts, install a new bike rack and pave the parking area and stone dust path. The <br /> tennis courts were last resurfaced in 2008. These repairs of hard court surfaces will increase their quality <br /> 29 <br />
