Community Preservation Committee <br />Annual Town Meeting 2020 <br />Summary of Recommended Community Preservation Act Projects <br />under Article 10 for Annual Town Meeting <br />FY 2021 <br />The Community Preservation Committee (CPC) received 15 projects for review for FY21 <br />funding, and is recommending 12 projects to the 2020 Annual Town Meeting for funding under <br />Article 10. Under Article 10, three projects fall within the area of Historic Resources, two under <br />Open Space, five under Recreational Resources and one under Community Housing. One <br />project falls under both Historic Resources and Community Housing. Of the three projects not <br />recommended, one was deemed ineligible for CPA funding by Town Counsel, one was <br />indefinitely postponed, and one was withdrawn. <br />Described on pages 8 through 23, each project was reviewed and evaluated by the CPC in <br />light of its statutory eligibility and importance to the Town; all 12 received Town Counsel <br />approval. All FY21 applications were discussed in public CPC meetings and were presented at <br />the Town Meeting Members Association Information Session on March 10, 2020. The total cost <br />of the 12 projects which the CPC is recommending to Annual Town Meeting is $2,233,495. The <br />$2,233,495 will be funded by available balances in the Community Preservation Fund. (Please <br />seepage 53 for details.) <br />The CPC is also recommending approval of Debt Service and Administrative Expenses to <br />be paid from the Community Preservation Fund. There are four commitments for debt sei vice, <br />which include payments for the Wright Farm Acquisition, the Community Center Acquisition, <br />Cary Memorial Building Upgrades (continuing debt service payments), and the Center Track <br />and Field Reconstruction. The approved Administrative Budget, permitted by the Community <br />Preservation Act, remains constant at $150,000. (Please see page 27 for details) These Debt <br />Service and Administrative Expenses (Administrative and Debt Service) total $4,118,594 and <br />are detailed on pages 25 through 27. <br />2019 was the final CPC year for Dick Wolk, Vice Chair, who joined the CPC in 2006 as <br />a founding member representing the Conservation Committee. Dick was a passionate advocate <br />for Lexington's conservation land throughout his 13 -year tenure on the Committee. The <br />Committee is grateful for his commitment to conservation in Lexington and his advocacy on <br />behalf of its many resources, but especially, his collegiality and good will. We will miss him. <br />Dick has been ably replaced by David Langseth, and we welcome him to the CPC. <br />
