10/01/2019 AC Minutes <br /> • Article 4—Amend FY2020 Operating, Enterprise, and Community Preservation Act(CPA) <br /> Budgets: <br /> ➢ Operating budget appropriations would be for hiring a Sustainability Director, as <br /> agreed to at the 2019 Annual Town Meeting, and an insurance adjustment related to <br /> cybersecurity. <br /> ➢ There are some "housekeeping" items that involve enterprise funds. <br /> ➢ Mr. Michelson will look into whether CPA adjustments are expected. <br /> • Article 8—Appropriate Funding for the Route 4/225 Bedford Street–Hartwell Avenue– <br /> Wood Street Transportation Improvement Project(TIP): Staff reports that preparing a 25% <br /> design for this project will demonstrate the Town's commitment to it, favorably positioning <br /> the project for inclusion on the State's TIP list. The TIP process takes many years, and the <br /> sooner this is done, the sooner the State will consider the project. Mr. Levine expressed his <br /> opinion that such funding is premature because planning for more intensive development of <br /> the Hartwell Ave. area is not far along and it is not clear that such plans will have broad <br /> support, while Mr. Parker noted that there is general agreement that something needs to be <br /> done about the jug-handle at Hartwell Avenue/Bedford Street, and a design would provide <br /> assistance in understanding how best to proceed. Mr. Levine suggested that funding a study <br /> before funding design work would be more appropriate. Ms. Kosnoff offered to invite a staff <br /> member to the next meeting of this Committee to discuss the issues. She noted that the <br /> $1.5 million request would come from the general fund or free cash with a possible <br /> supplement from the Traffic Stabilization Fund, as discussed earlier. Mr. Padaki agreed to <br /> get information from Carol Kowalski, Assistant Town Manager for Development. <br /> • Article 9—LED Streetlight Conversion: The appropriation request is for $821,183; the State <br /> has offered a 30%reimbursement grant. A cost analysis is being prepared; LED bulbs last <br /> 15-20 years. Mr. Nichols agreed to get additional information. <br /> There was a review of assignments for writing this Committee's report to the fall 2019 STM.
