53B – Staff Inspections <br /> <br /> <br />Policy & Procedure Page 2 of 3 <br />PROCEDURES <br /> <br />A. Staff Inspection Personnel <br /> <br />1. The Chief of Police will assign Department personnel to serve as staff inspectors <br />as needed. <br /> <br />2. Staff inspectors most likely will not be the direct supervisor of the persons, <br />facilities or other elements being inspected. <br /> <br />3. Staff inspectors operate under the authority of the Chief of Police and have <br />complete access to files and facilities, which relate directly to the focus of the <br />inspection. Questions regarding any part of a staff inspection should be directed <br />to the Office of the Chief of Police. <br />B. Frequency of Inspections <br /> <br />1. Staff inspection of organizational components will be conducted bi-annually <br /> <br />2. The Chief of Police may also order unannounced staff inspections whenever <br />he/she deems it necessary. <br />C. Staff Inspection Procedures <br /> <br />1. While the specific inspection procedures will vary with the nature and function <br />of the inspected component, the staff inspectors will determine if: <br /> <br />a. Specific duties and responsibilities are being performed in accordance with <br />the prescribed policies, procedures, rules and regulations. <br />b. Personnel are completing assigned tasks while: <br /> <br />i. Adhering to policy and procedure guidelines; <br />ii. Making appropriate discretionary decisions; and <br />iii. Serving the public in a manner consistent with the Department's <br />goals and objectives. <br />c. Department supplies, equipment and facilities are: <br /> <br />i. Being used in an appropriate and efficient manner; <br />ii. Inventoried and maintained in sufficient quantities to meet the <br />needs of the Department; and <br />iii. Clean and operational. <br /> <br />d. Property and evidence are being handled properly; this will include an <br />audit of cash, controlled substances, precious metals, firearms or other <br />high value items.
