Corr, Chief of Police <br /> <br /> GENERAL CONSIDERATIONS AND GUIDELINES <br /> <br />Members of the Lexington Police Department may be called upon at any time to <br />respond to major emergency situations or unusual incidents. This policy shall guide <br />the actions of members responding to the site of emergencies and unusual incidents <br />requiring more than routine police action, equipment and/or personnel. <br /> <br />Department responses to certain types of major incidents shall be subject to special <br />directives. Personnel involved in incidents for which there is a specific Department <br />policy shall follow the provisions of that policy. <br /> <br />Department members shall utilize the formal Incident Command System procedures <br />that are delineated in this policy for all serious incidents and unusual occurrences. <br />Certain incidents may shift to Unified Command if the situation involves other concerns. <br />Under Massachusetts law, the Fire Department Chief is the overall commander at any <br />natural or man-made disaster. <br /> It is the policy of the Lexington Police Department to utilize a verbal action plan for all <br />unusual occurrences; however, a written action plan should be prepared for all large scale <br />incidents. These may include multi-jurisdictional, multidisciplinary (police, fire, etc.) and <br />or span multi-operational periods (i.e. 8 hours / 12 hours). W hen a serious incident or <br />unusual occurrence happens, it shall be the responsibility of the Commanding Officer to <br />notify the Chief of Police, Captain and the Captain of Operations. [46.1.5] <br /> <br />The Chief of Police is a member of the Senior Management Team (SMT) for the Town; the Chief is often <br />privy to events do to the nature of his duties before other members of the community. As a member of <br />SMT and in order to successfully complete his duties the Chief of Police or designee shall be notified by <br />the Commanding Officer of any critical incident within the Town of Lexington as soon as possible. These <br />incidents may involve situations that increase potential agency liability or may result in a heightened <br />community interest. Incidents which are minor in nature the Chief of Police or designee should be <br />notified through the use of an e-mail or at a later time. The following examples are included but not <br />limited to this list: incidents involving media coverage, officer injury, significant property damage or <br />injury caused by an officer, unattended deaths resulting in medical examiner involvement, major power <br />outages, large fires or significant water breaks. These notifications should be made as soon as possible. <br />The preferred method of afterhours contact should be by cell phone. There is an emergency notification <br />list located in the Combined Dispatch Center. [11.4.5]
