Corr, Chief of Police <br /> <br /> <br /> The Municipal Police Institute, Inc. (MPI) is a private, nonprofit charitable affiliate of the <br />Massachusetts Chiefs of Police Association. MPI provides training and model policies and <br />procedures for police agencies. This policy is an edited version of MPI Policy 2.XX. <br /> <br />GENERAL CONSIDERATIONS AND GUIDELINES <br /> <br />Police responses to situations involving vice, drugs, and organized crime often <br />require the use of investigative and intelligence assets in order to obtain a successful <br />prosecution. This may include the need to conduct investigative special operations, <br />such as surveillance, decoy, or undercover operations. The purpose of this policy is <br />to provide guidance in planning, conducting and reporting investigative special <br />operations. <br /> <br />It is the policy of the Lexington Police Department that reports of vice, drug and/or <br />organized crime activities in this community shall be documented and forwarded to <br />the investigative function for further investigation or intelligence purposes. <br /> <br />PROCEDURES <br /> <br />A. Operations [43.1.5] <br /> <br />1. Assessing Need <br /> <br />When the need to conduct any surveillance, undercover, decoy operation or <br />raid has been determined, the supervisor shall take into consideration the <br />following: <br /> <br />a. The type of crime or activity; <br />b. Known offenders: <br />i. Their criminal history and other background; <br />ii. Methods of operation; <br />iii. Weapons and potential for violence; <br />iv. Vehicles used; <br />v. Other pertinent information; and
