A high standard of physical fitness and mental alertness; <br />v. An observant, inquisitive nature and a retentive memory; <br />vi. A high degree of self-assurance and self-reliance; <br />vii. A persuasive, convincing manner, which wins the <br />confidence of people; <br />ix. The ability to blend into the surroundings without <br />attracting undue attention; and <br />x. An exceptional ability to react effectively in unexpected <br />situations. <br /> <br />2. Undercover Assignments <br /> <br />a. Undercover assignments should be established only when there <br />is a demonstrated need and should be maintained for only as <br />long as that need is justified. <br />b. The Lexington Police Department is more likely to require part- <br />time undercover assignments to concentrate on a particular <br />crime problem than full-time assignments. <br /> <br />c. In a department the size of Lexington’s, where all officers are generally <br />well-known to the public, consideration should be given to obtaining the <br />services of a police officer from another law enforcement agency to <br />conduct necessary undercover operations for a specific purpose and for <br />a limited period of time. <br /> <br />3. Procedural Safeguards <br /> <br />a. Funds allocated for undercover operations must be carefully <br />disbursed, recorded and controlled in accordance with <br />procedures established by the Chief of Police. See Department <br />policy 17A – Budget and Accounting. <br /> b. Electronic Surveillance <br /> <br />i. In addition to the adoption of effective disguises and false <br />identities, police undercover agents also utilize electronic <br />surveillance and videotaping techniques. If sufficient funds <br />are not available for the acquisition of this sophisticated <br />equipment, the Chief of Police should contact the District <br />Attorney's, the Attorney General's, the U.S. Attorney’s office, <br />the State Police or appropriate federal law enforcement <br />agency to inquire about obtaining use of this equipment. <br />ii. All undercover operations utilizing electronic video <br />surveillance should be closely coordinated with the office of <br />the local District Attorney or U.S. Attorney, or Attorney <br />General. <br />iii. iii. All undercover operations utilizing electronic or <br />mechanical devices to intercept, overhear, or record any oral
