Page 2 of 3 <br /> <br />said the addition-ready modification is not intended or anticipated to change the $2.8M <br />construction design funds requested in the Westview Cemetery Article. <br />Upon a motion duly made and seconded, the Board of Selectmen voted 3-1 (nay vote from Mr. <br />Pato) to accept the recommendations of the Ad Hoc Crematory Study Committee to make any <br />necessary modifications to the Westview building design to make the site and or building able to <br />accommodate a potential future crematory with up to two retorts and a viewing area up to twenty <br />five persons, and further to authorize the Town Manager to instruct the Department of Public <br />Facilities and the Permanent Building Committee (PBC) on these recommendations prior to the <br />PBC meeting with the Westview Building architect on February 28, 2019. <br />2019 Annual Town Meeting <br />Ms. Barry stated the Board will begin discussion for their article presentation assignments, <br />consent agenda recommendations, and article positions at the March 5, 2019 Board of Selectmen <br />meeting. <br />Continue Discussion FY20 Preliminary Budget and Financing Plan <br />Ms. Barry recused herself for the discussion regarding Other Post-Employment Benefits <br />(OPEB). Mr. Lucente, presided as Vice Chair for this discussion. <br />Ms. Kosnoff reviewed the sources of funding for OPEB. <br />To follow up on the concern he raised at a previous meeting regarding OPEB funding, Mr. Pato <br />stated that the Board of Selectmen adopted a policy in March 2014 to fund OPEB. Mr. Pato said <br />he is comfortable in continuing with this policy at this time but would like a study group <br />reconstituted to research and develop a plan for funding OPEB going forward. <br />Mr. Kanter, 48 Fifer Lane, said he agrees that an analysis for future OPEB funding should be <br />performed. <br />Ms. Barry returned to the meeting to preside as Chair. <br />Ms. Kosnoff reviewed the changes to the White Book FY20 budget that, once approved, will be <br />compiled into the Brown Book, the recommended FY20 Budget and Financing Plan for Annual <br />Town Meeting. <br />Ms. Barry asked if the $30,000 in the Human Services/Mental Health line item could be reduced <br />by an amount up to $10,000 to provide matching funds to the Historical Commission for the <br />grant they are applying to the Massachusetts Historical Commission to correct errors in the <br />Cultural Resources Survey project. <br />Mr. Kelland, Historical Commission Chair, thanked the Board for any amount of funds they <br />would be able to provide for this project. <br /> <br />
