Page 172 <br /> September 27, 1976 <br /> Mr. Spiris presented a listing of certified personnel changes from ADMINISTRATIV <br /> September, 1975 to September 20, 1976. The listing was by schools and REPORTS <br /> departments. The school committee complimented Mr. Spiris for the valu- <br /> able information. <br /> Mr. Barnes responded to several questions from the school committee CHAPTER 622 <br /> regarding Chapter 622 and Title IX compliance within the Lexington Public TITLE IX <br /> Schools. The Superintendent said that he would report further to the COMPLIANCE <br /> school committee in regard to teacher recruitment efforts concerning REPORT <br /> which the Compliance Report reflects some difference in staff opinion. <br /> Mr. Barnes agreed to a general progress report within a 6 month period <br /> or any progress or modification regarding the two laws. <br /> Dr. Lawson presented the opinion from Sandra L. Lynch, General MOMENT OF <br /> Counsel, Department of Education, regarding the moment of silence case. SILENCE <br /> Dr. Lawson said he would inform the principals of the opinion and statute. <br /> The statute of General Laws, Chapter 70, Section I A reads as follows: <br /> "At the commencement of the first class of each day in all public <br /> schools the teacher in charge of the room in which each such class <br /> is held shall announce that a period of silence not to exceed one <br /> minute duration shall be observed for meditation or prayer, and <br /> during any such periods silence shall be maintained and no activi- <br /> ties engaged in." <br /> Gaylord Saulsberry, Coordinator of the METCO program, presented an ADDITIONAL <br /> overview of expanded services to METCO students and Lexington students. METCO FUNDS <br /> These additional activities and services will he available due to ad- <br /> ditional METCO funds being received by the Town of Lexington. The funds, <br /> will be used for cross-cultural activities in social studies, language <br /> arts and performing arts, staff development, reorganization of the METCO <br /> tutorial program, the development of elementary reading skills in child- <br /> ren' s literature. The Superintendent and school committee complimented <br /> Mr. Saulsberry for the variety of offerings that he had proposed as di- <br /> rect services to students. <br /> Dr. Lawson presented a summary of this year's Advanced Placement ADVANCED <br /> Testing Results to the school committee. He noted the increase in the PLACEMENT <br /> number of candidates tested as compared to the previous year. It was EXAMINATION <br /> also noted that 76% of our students received a grade of 4 or better <br /> which was a compliment to the students and teaching staff of the Lex- <br /> ington Schools. Dr. Lawson felt that the advanced placement summary <br /> raised several questions such as the ratio of boys and girls taking the <br /> test as well as the areas that students selected. He felt that a dis- <br /> cussion with the high school principal and guidance staff would be appro- <br /> priate as a follow-up to this information. <br /> Mrs. Swanson announced that she was trying to set up an informal SCHOOL <br /> meeting with the superintendent and the appropriations committee. The COMMITTEE <br /> appropriations committee had requested a joint meeting to be held pos- REPORTS <br /> sibly during October. She said she would be in contact with all members <br /> of the committee to finalize the date. <br /> Mr. Michelman said he had been in contact with Norman Cohen, Town EXECUTIVE <br /> Counsel regarding procedures and format for executive session minutes. SESSION <br /> Mr. Cohen responded that the suggested policies and procedures put forth __MINUTES <br /> by Mr. Michelman seemed appropriate. He passed out the information to <br /> members of the school committee and the superintendent asking them to <br />
