Municipal and School Staff Update Regarding Mental Health Services (15 min.)

SUMMARY-
This is an update on the mental health initiative as per previous discussions. bast week, the Town Manager and
School Superintendent met with both the school and municipal mental health staff and discussed the issue of
the appropriation and their intent. The mental health staff were requested to submit ajoint memo and
presentation clearly outlining their recommendation. Please note that there is a recommendation that a follow
up recommendation be provided in the Fall and that a follow up meeting should be scheduled for further
discussion.
SUGGESTED MOTION:
A formal motion may not be necessary but a group consensus between the Board of Selectmen and School
Committee supporting the mental health staffs recommendation would allow the administration to move
forward with this program.

SUBJECTStaff Recommendations for Spending"Mental Health Initiative"FY 2019 Budget
This memo serves to provide specific recommendations to the School Committee and Board of Selectmen
regarding the funding that was included in the Human Services budget for FY 2019 for"Mental Health
Support Services."
The School Committee (SC) and Board of Selectmen (BOS) engaged in a series of Summit Meetings
beginning in the Fall of 2017 to address the ongoing concern regarding mental health needs in Lexington.
In January 2018 the Town of Lexington Human Services Department, Health Department, and Lexington
Public Schools received a grant through the Community Health Network Area(CHNA) 15 to develop"Best
Practices for Mental Health Response."The Mental Health &Wellness Task Force was established as a
partnership between the Town and schools to coordinate protocols and communication plans relative to
research and identification, prevention, intervention,and postvention efforts.The Task Force is developing
comprehensive recommendations to be presented to the Town Manager/BOS and the Superintend ent/SC
in October 2019 relative to future FY funding.
The Town of Lexington allocated $99,000 in FY 2019 to fund mental health initiatives. In November 2018,
$12,500 of this funding was disbursed for the first year of implementation of the William James Interface
Mental Health Referral Service.Town and School staff are recommending that the remaining$86,500 be
used to fund a new clinician in the Human Services Department.
It takes strong coordinated efforts between town,schools, and community to provide mental health
services and supports to meet the needs of our residents.The Lexington schools and community have
adequate resource allocation for the populations they serve,while the Town has inadequate resources.
Adding a clinician is imperative to have staffing to do the work outlined by the Mental Health Task Force,
and to support ALL Lexington residents across the lifespan in having access to:
• mental health services and supports that meet their unique needs.
• the full scope of services and supports administered by the Town.
• extended hours of availability.
Based on the priorities identified by town and school staff,we strongly recommend that the remaining
funds be used for funding a Human Services clinician.We look forward to continuing the work of
coordinating efforts between the town, school,and community to optimally support the mental health and
wellbeing of our residents.
