HISTORIC DISTRICTS COMMISSION
A meeting of the Historic Districts Commission was held on Wednesday,
February 14, 1979, in Eastabrook Hall of the Isaac Cary Memorial Building,
Lexington. Present were Commissioners John R. Packard, Chairman; Georgia
H. Williams, Secretary; S. Lawrence Whipple; and Associate Commissioners
Sarah P. Harkness, Linda J. McAulay, and Hoxard C. Nason. Mrs. Harkness
was appointed to serve for Commissioner Roland B. €ireeley who was unable
to be present. Mrs. McAulay was appointed to serve for Commissioner John
L. Davies who was unable to be present.
The Chairman said that the Commission had failed to post notice of
the hearings scheduled for this evening forty-eight hours in advance of
the meeting. In the opinion of Town Counsel information relavent to the
hearings might be presented but that no decision could be made. There-
fore, the Commission will meet on February 21, 19'79 to make its determi-
nation.
A meeting was held at 8s00 P.M. on the application of Richard W. and
Dorothy A, Laton for a Certificate of Appropriateness with respect to the
installation of three Solar water heating panels on the roof of the dwell-
ing at 33 Hancock Street, which is within the Hancock-Clarke District.
Mr. Packard read the legal notice. Mrs. Laton submitted three copies of
a plot plan and three copies of a drawing of the house showing location
of the proposed panels. The panels would be in the second section of the
house which is recessed three to four feet. Mr. Boyd, contractor, said
that the panels would be raised about 5 3~4" off the roof but would be
parallel to the roof. The majority of the surface area would be black
with white casings. Mrs. Harkness asked if the casings could be black,
and Mr. Boyd said that they could be. Mr, Boyd said that the section
chosen for installation of the panels would be the best location on the
house to attract sun. Mr. Packard asked if the members felt the panels
should be painted black and all agreed they xould look better. Mr.
Packard asked if anyone had any other objection to the panels. Mrs.
Harkness said that she feels is a good thing to do energy wise and that
the way shown is as good as could be done. Mr. Packard adjourned the
hearing until 8x00 P.M. on Wednesday, February 21, 1979•

Lexington (Permanent Building Committee] for a Certificate of Appropriate-
ness with respect to the erection of a bandstand on Hastings Park xhich is

bounded by Massachusetts Avenue, Hastings Road, Lincoln Street, Worthen
Road and is within the Battle Green District. Mr. Packard read the legal
notice. Mrs. Mary Louise Touart, £hairman of the Permanent Building Com-
mittee~ Donald Gillespie, Director of the Bicentennial Banda and Levi
Burnell, member of the Band and Rotary Club represented the petitioner.
Also present were Mr. & Mrs. Gerald Cohen of 4 Hastings Road. Mrs. Touaxt
showed the sketch submitted at the earlier hearing and submitted three
copies of plot plans showing that the bandstand would be 225' back from
Worthen Road, 200' in from Lincoln Street, and 130' in from Massachusetts
Avenue. She stated that no parking would be permitted on Hastings Road.
Mr. Packard asked if this would be the preferred location if recreational
use of the Park were not involved. Mr. Gillespie said that accoustically
it might be better if located higher up the hill, and Mr. Whipple said that
he feels would be better to put up betwen the birch trees and where the hill
starts. Both Mr. & Mrs. Cohen said that the object to a permanent band-
stand on Hastings Park and that they understood that, when the Hastings
family gave the park to the Town, it was stipulated that the part remain
as it is. The emphasized that they had no objection to the band using
Hastings Park for concerts, but they xere stronly opposed to a permanent
bandstand. Mr. Gillespie said that portable bandstands are not satisfac-
tory and that their main problem is need of light for evening playing.
Mr. Packard said that, if approve, he feels should specify underground
lighting cables. Following further discussion, Mr. Packard adjourned the
hearing at 9s00 P.M. to Ss30 P.M. on Wednesday, February 2i, 1979•
Mr. Packaz+d submitted the revised drawings submitted by Consumer
Value Stores so that the members of the Commission could study the door
location change.
