A meeting of the Historic Districts Commission was held on Thursday,
July 29, 1971, in Cary Hall of the Cary Memorial Building, Lexington. Mr. '
Jaquith stated that the Selectmen had called a special meeting for the Bird
Room so the Commission had ad3ourned to Cary Hall. Present wets Commissioners
Wilbur M. Jaquith, Chairman; Donald J. Shaw; and Associate Commissioners
George W. Emery, Albert T. Pitt, and S. Lawrence Whipple. Mr. Emery was ap-
pointed to serve for Philip B. Parsons, Mr. Pitt was appointed to serve for
Georgia H. Williams, and Mr. Whipple was appointed to serve for George E.
Graves, all of whom were unable to be present, It was moved, seconded, and
unanimously VOTED that Mr. Shaw serve as Secretary Pro Tem.
A hearing was held at 7s45 P.M. on the application of Keith iF. and
Marilyn M. Harrison for the installation of wood blinds an the dwelling at 72
Waltham Street. Mr. Jaquith read the legal notice and letter requesting this
hearing. Mrs, Harrison submitted a brochure showing the type of blind to be
installed and a photograph of the house. ffiinds will be installed on the win-
doors on the first and second floors except for the reax elevation and it is
proposed to paint the blinds a Georgia Beige color, Mrs. Harrison asked for
permission to paint the trim white. The hearing was closed at 8:03 P.M.
A hearing was held at $tOs P.M, on the application of William R, and I'
Virginia R. Hutchison with respect to the erection of fencing on the 23assachu-
setts Avenue side of their property at 1 Hunt Road. M.r. Jaquith read the le-
gal notice and letter requesting this hearing. A brochure showing the rail
fencing proposed and one plot plan showing the location of the fencing were
submitted. They would be 1O' rails with 9' between posts and would be left to
weather in their natural state. The hearing was closed at 8x27 P.M.
A hearing was held at 8x30 P.M. on the application of Simon Goldberg and
Samuel B. Sheldon with respect to the installation of three air conditioning
units and transformer and cedar fencing for the property at 19 Muzzey Street
and 5 Raymond Street, Mr, Jaquith read the legal notice and the letter from
owners' attorney requesting this hearing. Present for the petitioner were
Dean E. Nicholson, Attorney; C. Harry Erickson, Architect; Joseph Sasso and
Frank Didio of Sasso Construction; and Alfred Bonazzoli, Heating and Air Con-
ditioning. Also present were Mr. and Mrs. William Rice of 5 Raymond Street,
abettors, and Herbert Eisenberg. ?~1r. Jaquith stated that the Commission was
very disappointed that these units were installed prior to approval by the
Commission and that it was very doubtful that the units would have bean ap-
proved. Mr. Erickson stated that he had been asked to draw the preliminary
and working drawings and that he had designed a different type of heating sys-
tem. It was stated that Edison Company wanted the transformer outside the
bu3.].ding but, that if it was installed in the basement, it would have to have
a separate 8' x 12' vault with outside stairwell to the vault. Mr. Erickson
stated that he showed the transformer and one chiller unit outside the build-
ing but in a different location on the plans which wexe approved by the Com-
mission. Considerable discussion followed on types of systems available and
both Mr. Sasso and Mr. Bonazzoli stated that they had never seen the plans
subtr6_tted to and approved by the Commission. ASr, Erickson asked why the heat-
ing system was redesigned and Mr. Nicholson stated that cost was. the main
factor.

Mr. Jaquith stated that what has been done has created an eyesore and that
the design of the units installed was never submitted to nor approved by the
Commission prior to installation and that you are now asking for approval of an
illegal installation which would probably not have been approved. Air. Nicholson
stated that it would be helpful in the future if the Historic Districts Commis-
sion laid down some guidelines. Air. Jaquith stated that the Commission currently
has no control over the internal plans of buildings but that perhaps the Commis-
sion will have to have interior plans in order to approve exterior plans. Mr.
Jaquith stated that he would like to see a rearrangement layout of the units to
get them closer to the building. It was also requested that a brochure showing
the exterior lighting fixtures be presented to the Commission as these have not
been approved as yet. It was stated that Airs. Carroll desires the fence ap-
proved in the original Certificate and that the Rices and Miss Britt now want a
stockade type fence of at least b' and that this stockade fence might possibly
eliminate some of the noise and heated air Problems. The hearing was adjourned
at 1Ot22 P.M.
Herbert Eisenberg, an architect and member of the Design Advisory Commis-
sion, met informally with the Commission re the Central ffiock Building. He
stated that. he preferred a slate roof and suggested that Buckingham Slate from
Virginia which is a nice dark gray slate be specified. He stated that changes
have to be made in the corners on Aisriam Street and Depot Square and that the
Commission should be adamant on this. It was decided that Mr. Jaquith would
try to arrange a meeting with Air. Neiley and Air. Eisenberg to discuss possible
changes in this building.
Mr. Jaquith stated that an extension to September 30th had been received
from the Scottish Rite Masons and that the members of the Commission should be
thinking about giving an informal approval or disapproval on demolition of the
buildings contingent on approval of the museum complex.
It was moved, seconded, and unanimously VOTED to issue a Certificate to
Keith W. and Marilyn M. Harrison with respect to changes in the architectural
features and color of the dwelling at 72 Waltham Street. Participating in this
decision were Commissioners Wilbur M. Jaquith, Donald J. Shaw, and Associate
Commissioners George W. Emery, Albert T. Pitt, and S. Lawrence Whipple.
It was moved, seconded,. and unanimously VOTED to issue a Certificate to
Simon Goldberg and Samuel B. Sheldon with respect to the erection of fencing
at 19 Atuzzey Street and 5 Raymond Street. Participating in this decision were
Commissioners Wilbur M. Jaquith, Donald J'. Shaw, and Associate Commissioners
George W, Emery, Albert T. Pitt, and S, Lawrence Whipple.
The meeting was adjourned at 12s/0~5 P.M.
