PLANNING BOARD MEETING <br />May 24, 1976 <br />The meeting of the Lexington Planning Board was called to order at 7:30 p.m. <br />by the chairman Dr. Clarke with members Friedman, Zabin, Brown, MacKenzie, <br />planning director Briggs and secretary Mrs. Snow present. Also in attendance <br />was John Frey, D.A.C. <br />Minutes of Planning Board meeting of April 26, 1976, were approved as MINUTES 4.26.76 <br />corrected. <br />Minutes of Planning Board meeting of May 3, 1976, were approved as MINUTES 5.3.76 <br />amended. <br />Request from Developer Everett Tingley for extension on Blossom Hill BLOSSOM HILL EST <br />Estates subdivision was noted. Upon a motion duly made and seconded, EXTENSION <br />it was VOTED: <br />To extend to June 29, 1976, the time on or before which the <br />Planning Board must act on the definitive subdivision plan entitled <br />"Blossom Hill Estates", dated October 20, 1975, by Northeastern <br />Eng'g. Assoc., as requested by Ernest J. Tingley, applicant. <br />Lynn Hamilton was present to inform the Board of progress with prepara- RECREATION STUDY <br />tion of the Recreation Study, as funded under Article 87, 1974. She <br />estimates that the final draft will be completed for Planning Board and <br />Recreation Committee review by the end of June, after which public infor- <br />mation meetings will be held. Discussion followed regarding procedures <br />' for obtaining BOR funding for implementation of the Recreation Master <br />Plan which will be included in the study. <br />At 8 p.m., Charles Wiggin, Wm. Redmond, of Spaulding & Slye, met with DRUMMER BOY <br />the Board to request information on requirements under Subdivision Con- GREEN <br />trol Law for release of units in Drummer Boy Green condominium develop- <br />ment from Covenant. Status of construction of roads was reported on by <br />Mr. Redmond. The developers stressed their need for expediting of the <br />release procedure, and Mr. Briggs informed them of time involved in the <br />several necessary functionsto be carried out by Town Engineer and Town <br />Counsel in the process. <br />Mr. & Mrs. James Razzano were present for discussion of unsuccessful RAZZANO,FLEMING <br />petition to the B/A (5/20/76 hearing) to be allowed to construct a housePETITION TO B/A <br />on Earl St. (private way). A map of the area was examined and classi- <br />fication of Earl St. and nearby streets noted. Mr. Razzano asked re- <br />consideration of Planning Board recommendation for construction of a <br />100' road, and unfavorable report to the B/A on the petition. Dr. <br />Clarke advised the proponents that if they could provide evidence that the <br />granting of such a variance would not lead to accelerated construc- <br />tion in the area, the Planning Board would probably not be opposed to a <br />re -petition on the proposal, and would review its position on the matter. <br />Release from Covenant, prepared by Town Counsel, for Lowell Estates 2 LOWELL EST. 2 <br />subdivision, was reviewed, and discussion followed as to developer RELEASE FROM <br />Stoico's failure to comply with provisions of the Covenant with regard COVENANT <br />to building on lots still under Covenant. Action was tabled until later <br />
