r <br />It was decided that the date for the public hearing on Bicentennial <br />' Farms definitive subdivision plans, submitted on October 21, 1974, <br />will be November 18, 1974. <br />Meeting schedule of the Planning Board for the month of October was <br />revised. A meeting will be held on Tuesday, October 29, instead of <br />the usual Monday evening in order that the members may meet with the <br />Board of Selectmen re the Hartwell Ave. connector plans. <br />Mrs. Frick.and Mr. McWeeney, Conservation Commission, joined the meeting <br />at 7:55 p.m., to participate in discussion of definitive plans for Lowell <br />Estates II subdivision. Drainage problems, and wet conditions on Lots <br />5, 6 and 11, were discussed, and possible action of the Planning Board <br />to defer development on these lots, with effort toward Town acquisition <br />within 2 or 3 years was considered. <br />Postal Service facility plans (B/A hearing 10/24) were reviewed. Question <br />arose as to limits of municipal control with regard to compliance of a <br />federal agency with Town regulations. Mr. Van Boughton, W. R. Grace Co., <br />was present to participate in discussion of relationship of the Grace <br />facility with the proposed Postal facility, and to express opposition to <br />the proposal. Of those present and voting, the members were unanimously <br />opposed to the granting of the special permit because of inadequate lot <br />size for the use proposed. (B/A) <br />' Letter from Robert Bowyer, President, TMMA, dated 10/16/74, inviting the TMMA FORUM <br />Planning Board to attend a December 12 meeting for discussion of a major <br />land acquisition program, was noted. Mr. Brown agreed to attend on behalf <br />of the Planning Board. <br />H.D.C. Certificate of Appropriateness for the Russell Sq. development RUSSELL SQ. <br />was noted. <br />Mr. Briggs reported on conversation with Charles Wiggin, Spaulding & DRUMMER BOY <br />Slye, and his request to present road design for the Drummer Boy develop- GREEN <br />ment in phases, to allow flexibility for future design of the development. <br />It was decided that the developer must submit a complete road plan at the <br />time of definitive plan filing, and may request modifications if needed, <br />in the future. <br />The meeting was adjourend at 9:27 p.m. <br />Paul J.
