PLANNING BOARD MEETING <br />December 3, 1973 <br />' The meeting of the Lexington Planning Board was called to order at <br />7:30 p.m. by the chairman Dr. Clarke with members L. Brown, Costello, <br />Graham, planning director Briggs and secretary Mrs. Snow present. <br />Also in attendance were M. Friedman, Conservation Commission, J. Davies, <br />DAC, and F. Sandy, CLC. <br />Mark Moore, Spaulding & Slye, and Roe P. Hendricks, traffic engineer, DRUMMER BOY <br />met with the Board at 7:30 p.m. for further discussion of access plans ACCESS PLANS <br />for the proposed Drummer Boy subdivision. Mr. Hendricks expressed dis- <br />favor of the re -design of the Bedford St./Hartwell Ave. jug -handle to <br />provide one-way access for the development and reported on State DPW <br />opposition to the plan. An alternate plan for two accesses at Winter <br />St. and resultant traffic impact were discussed. Mr. Moore will return <br />to the Planning Board with more detailed plans on December 17. <br />Theodore Freeman and Jonathan Frost, representing Kerrie Realty Trust, MINUTEMAN <br />met with the board at 8 p.m. to submit definitive plans for Minuteman RIDGE,PRELIM. <br />Ridge subdivision at Allen St. Following display and explanation of SUBD.PLANS <br />layout and road elevation plans, Mr. Freeman was asked to also submit <br />plan showing existing and proposed contours. Date for a public hearing, <br />to be held in January, will be determined by the planning director. <br />Ephraim Weiss, Pat Hoffman, and Frank Sandy, members of the citizens' ZONING BY-LAW <br />committee on Zoning By -Law revision, were present to submit drafts of REVISION COMM. <br />' six Articles, prepared by them, for revision of portions of the by-law. <br />The first draft article dealt with Board of Appeals procedures. Dr. <br />Clarke will contact the B/A chairman, Mr. Nickerson, to inform him of <br />receipt of the working paper and effort will be made to schedule a Plan- <br />ning Board/Appeals Board conference on the subject matter. Draft <br />Articles 2 and 3 proposed revisions of wording and requirements of <br />dimensional controls. Article 4 would freeze the list of legal streets <br />by referencing the current zoning map. Article 5 proposes additional <br />set -back requirements for non -conforming agricultural buildings; Article <br />6 deletes "Places and buildings for public assembly" from the permitted <br />uses of residential districts. Draft articles re other areas of the <br />by-law will be submitted in the near future for consideration of the <br />Board. <br />The meeting adjourned at 11 p.m. <br />1 <br />4�L,� <br />Paul J.
