r <br />1 <br />�J <br />PLANNING BOARD MEETING <br />September 4, 1973 <br />The meeting of the Lexington Planning Board was called to order at 7:35 p.m. <br />by the chairman Dr. Clarke with members L. Brown, Costello, Graham, planning <br />director Briggs and secretary Mrs. Snow present. Also in attendance was <br />Mary Sepucha, L.W.V. <br />The minutes of Planning Board meeting on August 13, 1973, were approved <br />as written. MINUTES 8/13/73 <br />Revised preliminary plan for Farmhurst,Sec.5 subdivision, showing <br />existing and proposed contours, was reviewed, and Mr. Hamilton's Aug <br />27 presentation was recapped for Mr. Costello's information. Dis- <br />cussion continued regarding conformance of the plan with the Rules & <br />Regulations... Subdivisions with respect to street width and it was <br />agreed that, upon request of the developer, less than statutory re - <br />FARMHURST,SEC.5 <br />quirements for street width, and installation of sidewalk on only one <br />side of the cul-de-sac will be allowed. It will be suggested that the <br />developer ask for these waivers. <br />Plans for construction at the W. R. Grace Co., Hayden Ave. site were W.R.GRACE CO. <br />discussed. Upon Mr. Costello's suggestion, recommendation for under -F & D <br />ground wire installation and for controls with respect to air pollution <br />will be included with recommendations regarding drainage in a letter to <br />the B/A to be drafted by the planning director. F & D hearing is to be <br />scheduled in the near future. <br />At 8 p.m. the Planning Board met with the Board of Selectmen for HARTWELL AVE. <br />progress report on State DPW plans for a limited Hartwell Ave./Rte CONNECTOR <br />128 connector road and an adjacent fringe parking lot. Mr. Jenkins <br />of H.W. Lochner Co., presented plans for this construction and asked <br />for comments from the Selectmen and Planning Board. Time element with <br />respect to Bicentennial transportation planning, and possible environ- <br />mental impact on Tophet Swamp were discussed. Dr. Clarke expressed FRINGE PARKING <br />support of the plans :b r the connector and parking lot as shown, on <br />behalf of the Planning Board <br />The Board returned to its office at 8:40 p.m. and discussion continued <br />as to feasibility of inclusion of the parking lot in the DPW plan. A <br />letter expressing Planning Board approval of the concept, conditional <br />upon favorable impact statement and findings of the C. E. Maguire study <br />of Tophet Swamp, will be sent to the Selectmen. <br />A Botanical Survey of Tophet Swamp, Lexington, Mass., prepared for TOPHET SWAMP <br />C. E. Maguire by Annette Harkins, Harvard Univ., was noted. All STUDY <br />members received copies. <br />B/A notices of hearings to be held on Sept. 25 were reviewed. The B/A HEARINGS9/25 <br />petition of Johnson Bros.,Inc. for construction of additional green- <br />houses on East St. was noted. Discussion of the Johnson plans will be <br />' held on Sept. 10, when it is hoped that Mr. Johnson will be present. <br />Mr. Michael Weinmayr, 49 East St., will be notified of the discussion <br />time as he requested. <br />
