Notes taken at Planning Board meeting on June 4, 1973
' In attendance were members Lois Brown and Eric Clarke, planning director Briggs,
planning intern Whitney, secretary Mrs. Snow, John Davies, DAC, Frank Sandy, CLC,
and Cheryl Waixel, Lexington Minute Man. Inasmuch as a quorum was not present
no votes were taken or new policy positions established.
As agreed upon at the last meeting, a letter in opposition to the granting of a
special permit to John Carroll had been prepared. The letter was signed by the
chairman and will be transmitted to the B/A. (hearing June 5)
Doug Whitney, planning intern, gave a progress peport on the inventory of town
open space, some of which may prove to be appropriate for parking/camping areas
during the Bicentennial celebration. He explained three of approximately five
stages of planning for events: #1 - inventory, stage #2 - determination of
priorities, stage #3 - logistics planning. A map, not completed, showing trans-
portation network and some of the public and private parcels of open land which
might be used for parking and/or camping was shown. Examples of the three types
of tourists which are expected were given: those coming to the April 19 weekend
events, those coming to the area in summer on weekends when some non -paved areas
could be used, and thole coming during weekdays. A card file is to be set up
for recording information as it is gathered.
Number of visitors to be expected and procedures for arriving at estimates were
discussed. Those in attendance were encouraged to submit written suggestions
and relevant comments on the planning approach.
Mr. McSweeney joined the members present for discussion of the form and content
of the C. E. Maguire contract for study of sanitary landfill and Tophet Swamp
areas. Mr. McSweeney referred to sections under which Planning Board and Engr.
Dept. items appear and content and type of information expected and desired by
each department were discussed. It was agreed that all requested items were
included in the contract, but that clarification of some will be necessary.
Mr. McSweeney and Mr. Briggs will review the contract, and a conference will be
arranged with Mr. Yamamoto, director of the study, Dr. Clarke, Mr. Briggs and
Mr. McSweeney.
Mrs. Brown noted that no mention of the number of printed reports and summaries
to be supplied was made in the contract. This will be discussed at the above-
mentioned conference.
Discussion with Mr. McSweeney continued regarding the map of the Town which is
now on sale to the public. It was suggested that the public would be better
served by a map showing only streets which appear on the zoning map, rather
than including all streets, paper, unaccepted etc., which are on file in the
Engr. Dept. Mr. McSweeney advised the Board to present the suggested change
the the Bd. of Selectmen and encouraged adoption by the Planning Board of an
official map of the Town.
CR Trust land was discussed briefly. The full Board will consider (at the June 11
meeting) what degree of responsibility is to be assumed by the Planning Board with
' respect to this CR zoned land.
