staff <br />Board of Selectmen. Two items were discussed: 1. the/f-equest for an ' <br />appropriation of $10,000 to hire an expert consultant /Tor 1954. The chair- <br />man explained that following conversation with planning consultants it <br />seemed wise to employ direct by the town one man, preferably one with a <br />knowledge of planning and experience as a civil engineer at a salary of <br />somewhere between $5,000 - $6,000. In addition an expert consultant would <br />be employed on a time basis when necessary. This figure might run between <br />$33000 - S4,000. Following discussion on the matter it was agreed by both <br />Boards to request $7,500 this year, as it was quite apparent that this new <br />procedure could not start before April lst at the earliest.' The Planning <br />Board pointed out that this new policy would be not only for this year but <br />for several years at least until the growth and the planning problems of the <br />town decreased in intensity. <br />The other problem discussed was the construction of the new roads <br />proposed by the Planning Board last year. This includes a road o:n West- <br />view street to Wood street, extension'of Eldred to Grove and the main by- <br />pass highway from Bedford st. to Mass. ave. to Waltham st. to Marrett rd. <br />and thence to Route 2 at Pleasant st.; also Johnson road running from the <br />Winchester line to Maple st. It was pointed out that at the last annual <br />town meeting in March 1953 these roads were explained and a sum appro- <br />priated for getting options. However it is apparent at this point that <br />before any options can be secured there must be'some assurance that con- <br />struction will begin. After lengthy discussion it was agreed by both <br />Boards ,that it be proposed at this town meeting that the drainage of the <br />brook crossing Bedford st. at the fire station would be undertaken fret the , <br />railroad track to a point 4001 westerly of Bedford`st. on the proposed new <br />layout and that the road itself would be constructed for a depth of 11001. <br />with a possible roughing -out of the rest of'the'road to Massachusetts ave. <br />and that this would probably cost around $75,000. Options for the rest -of <br />the road would be secured by the 'Planning Board as far as possible.It <br />would be pointed out at the town meeting that this pins down construction <br />of all the road and the cost would be stated as closely as it could be es- <br />timated. Johnson road is being taken care of by joint action of the two <br />towns, Lexington and Winchester. Westview -Wood street is held up until the <br />government determines what is to be done, and Eldred st. is being hela`up <br />until egress on Grove st. is secured. <br />Following this meeting Mr. Adams and Mr. Hathaway met with the <br />Appropriation Committee and explained fully the two problems discussed <br />with the Selectmen. <br />Meeting adjourned at 11:30 b1clock. <br />Thomas S.
