47h <br />Dr. Ellicott suggested that a letter be gent to Mr. Morey <br />stating that the program for Medical Service for the Elderly <br />was ready to start and since the Selectmen had approved the <br />taking of funds from the Public Trusts if he would send the <br />quarterly payments directly to the Visiting Nurse Association <br />the program would be initiated. Dr. Ellicott also requested <br />he be notified when this letter was sent so that he could check <br />with Mr. Morey. <br />Mr. Manfred Freidman, 176 Grove Street, came before the <br />MOSQUITO Board to discuss the mosquito control program. <br />CONTROL <br />Mr. Freidman said as he understood the mosquito control <br />program it was done in two parts (1) drainage work, (2) spraying <br />the adult mosquito. He said he had asked a number of questions <br />of Mr. Armstrong at Town Meeting and never seemed to get any <br />answers. He went on to say when Mr. Armstrong speaks at Town <br />Meeting it is always about comfort and convenience and never <br />about health reasons. Mr. Freidman said he felt there was no <br />reason for the spraying of the adult mosquito because he felt <br />this part of the program was very ineffective. The insecticide <br />lasted only a day or two at best. The drainage work and the <br />treating of the larvae was good. It has been proved in Cal- <br />ifornia the insects build up an immunity to the insecticides <br />and then if there was an emergency these insecticides would not <br />be effective. <br />Dr. Cosgrove said he felt the whole program was effective <br />because there would be many areas in town where people could <br />not be in their back yard if this program was not carried out. <br />After further discussion Mr. Freidman said he would like <br />to know from Mr. Armstrong the following: 1. What their pro- <br />gram is? 2. What they use for the treating of drains and <br />ditches and what they use for spraying? 3. Where he carries <br />out this program? <br />Mr. Lambie said he had obtained a late study about mos- <br />quitos put out by Cornell University which he lent to Mr. <br />Friedman. <br />The Board thanked Mr. Friedman for coming in and assured <br />him they would check this program before the next Town Meeting. <br />At 8:00 P.M. Mr. Ralph Cataldo, Mr. Sullivan, engineer for <br />CATALDO'S the Town of Arlington, and Mr. Williams of the Conservation <br />DUMP Committee came before the Board to discuss the request of Mr. <br />Cataldo to have the time extended for his agriculture land re- <br />clamation project. <br />Mr. Heustis explained to the Board that a complaint had <br />been received regarding the trucks going in and out of the <br />area where Mr. Cataldo was filling. One truck had no tail- <br />board, another truck was uncovered and there had also been <br />complaints of dust and mud on the street. Mr. Heustis said <br />when he spoke to Mr. Cataldo these things were corrected. <br />Mr. Cataldo explained that he had let a private contractor <br />in to dump fill from the Junior High West and he brought in over <br />300 trucks of fill in one day.
