MANAGING FISCAL STABILITY <br />Work Group Mission <br />Task: To develop a vision and action plan (with specific goals, objectives, actions, and <br />measures) for how public expenditures to achieve the overall 2020 vision will be <br />affordable. <br />Key Questions <br />o How do we assess the affordability of the tax burden to fund town services? <br />o What is the long-range fiscal plan for the town? What role should the following play <br />in the town's finances? <br />o Taxes, including Prop. 2 %2 overrides; <br />o Commercial development revenue, including from tourism; <br />o Regional cooperation for efficiency; and <br />o Others <br />o How do we identify and encourage opportunities for entrepreneurial activities: <br />public, private, and public/private? <br />Discussion Questions <br />• Is there a problem with deferred public facility maintenance? What infrastructure <br />needs will the town face and how should they be funded? <br />• For what types of programs is it appropriate to use enterprise funds? Fees? <br />• What businesses should the public sector be in? <br />• How can the link between accountability and public funding be made clear? <br />• How would selling of properties like the Pine Meadows Golf Course affect the <br />funding of recreation programs? <br />
